Description
This notice is amended to replace the existing statement of work attachment with an updated statement of work that includes Table 1, Bill of Materials, which was previously omitted in error. The U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to procure services for the purchase and installation of Network Equipment for a Redundant Failover Individual Fishing Quota (IFQ) Web Site for the NOAA Fisheries Service, Southeast Fisheries Science Center (SEFSC) in Miami, Florida. This procurement will be acquired in accordance with Federal Acquisition Regulations, Subpart 12, Acquisition of Commercial Items. There is an existing website at the Southeast Regional Office (SERO) in St. Petersburg, Florida. The equipment purchased and installed as part of this procurement action will be installed at both the SEFSC and SERO. The resultant action will be a firm-fixed price contract/purchase order. The work involves the purchase, installation, and configuration of the network infrastructure hardware only. It does not involve the purchase, installation, or configuration of the web server hardware or software. Some coordination with the systems administrators responsible for installing the web server hardware will be required to ensure proper operation of the overall system. There are existing network infrastructures at both SERO and SEFSC. Therefore, specific hardware, software, and services are needed to implement the new system. These include items such as the, brand name or equal, having the following salient characteristics: CISCO Global Site Selector, GSS Version 2.0, Power Card 110V, SMARTNET 8X5XNBD Global Site Selector, GSS DDOS Software License, CISCO Application Control Engine (ACE) 4710 Hardware for Bundles, ACE 4710 BAS Bundle License, ACE Appliance SW 1.7A, Power Cord 110V, SMARTNET 8X5XNBD, ACE 4710 HW-1 Gbps-1K SSL 100MbpsComp 5VC. The SERO currently has a web site that supports an Individual Fishing Quota (IFQ) system for the Gulf of Mexico Red Snapper Fishery. This is a real-time system used by commercial fishers and dealers to record the landings and the sales of Red Snapper in the States, within the United States, surrounding the Gulf of Mexico. The landing and sale of the Red Snapper cannot occur without entering the information into this system and getting the necessary approval codes. This system is critical to the Red Snapper Fishery; therefore, the SERO wants to create a redundant failover "hot site" at a different location (the SEFSC) in case the SERO site is inaccessible for any reason (e.g., extended power outage, hurricane, fire). There are currently two servers at the SERO. Part of the work is to install and configure the new network equipment to provide automatic failover from the primary server to the secondary server in the event of the primary server goes down. The SEFSC has an existing public -facing network infrastructure that will be used to support the network equipment and servers for the new IFQ hot site. The new network equipment that will be installed as part of this procurement action must be configured to first failover to the secondary server at the SERO in the event the primary server goes down or is not accessible. In the event neither the primary nor the secondary server at the SERO is functioning or accessible, the new equipment must be configured to automatically failover to the system located at the SEFSC. The systems should be configured to automatically restore service to the primary or secondary server at SERO when they become accessible and functional. Also, the equipment must be configured in any way necessary to support the database and application synchronization required between the IFQ servers at the two locations. The period of performance is sixty (60) calendar days. The Service Contract Act labor rates for the Miami-Dade County, Florida and Pinellas County, Florida areas are applicable to this procurement and can be accessed at http://www.wdol.gov/wagedeterminations. This is a total small business set-aside. NAICS code 423430 applies. The resultant procurement action will be firm-fixed price. The Central Region Acquisitions Division requires that all contractors doing business with this Acquisitions Office must be registered with the Central Contractor Registry (CCR) and Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered in CCR. In order to register in CCR and ORCA and to be eligible to receive an award for this acquisition office, all bidders must have a Dun and Bradstreet number. Technical is considered more important than price. As technical proposals become more equal, price shall become more important and conversely as price becomes more equal, technical becomes more important. RFQ Number WC133R-08-RQ-0584MLW is applicable to this procurement action and will be available on or about August 28, 2008.
