Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Bioenvironmental Engineer Disaster Team requires the extended warranty on HAPSITE Smart units, Model # 930-280-G1 or G2, IPN 930-206-G1, Ship Kit Components IPN 930-241, NSN 6665-01-508-1296, Manufacturer INFICON, to provide a repair and preventative maintenance service that would include an evaluation of the system performance and provide all of the parts and labor to restore and maintain the unit to full functionality. In addition to extended warranty, an additional 50 HAPSITE smart units are required for hot swap aspect of providing loaner equipment and backup platforms at the sites to ensures mission critical capability at all times. The Air Force District of Washington intends to make award to INFICON, Inc at Two Technology Pl, East Syracuse, NY. Interested parties may e-mail: Maryam.Fatima.Ctr@afncr.af.mil not later than Wednesday, 10 September, 2008, 12:00 p.m. EST. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five working days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The HAPSITE® portable GC/MS capabilities are used by Air Force Medical Service and Bioenvironmental Engineering Disaster Team (BEE) to identify substances as Contaminates of Concern, Chemical Warfare Agents, Toxic Industrial Chemicals, Toxic Industrial Materials, and perform health-risk assessments in scenarios associated with emergency response, homeland defense, industrial hygiene, and environmental surveillance. The HAPSITE® portable GC/MS adds capability to the BEE for low concentration level detection and verification of chemical warfare agents in air, soil, and liquid sample matrices. Under this requirement, the contractor shall maintain serviceability of all HAPSITE Smart units in the AFMS current inventory. Contractor shall be responsible for minimizing equipment downtime by backfilling any/all units in need of repair. Contractor shall be responsible for offering any advances in information technology by providing software updates to all HAPSITE Smart units. Contractor shall be responsible for offering technical assistance to all HAPSITE Smart users by providing 24/7 reachback customer technical support.
