Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is W912EF1276785 and is issued as a request for quotes. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. This requirement is set aside 100% for Small Business Concerns. The associated North American Industrial Classification System code for this procurement is 332618 with a small business size standard of 500 employees. All quotes need to be received by September 9, 2008 at the Contracting Division, Walla Walla District Corps of Engineers, 201 N. 3rd, Walla Walla, WA 99362, Attn: S. All parts shall be verified with the attached drawings prior to manufacturing. The all products shall be domestic, 100 percent manufactured and assembled in the United States. All products shall be delivered onsite no later than 60 days from contract award. 3.0 TECHNICAL SPECIFICATIONS 3.1 Actuating Wire Rope (R, S, & T) The actuating wire rope assembly shall be constructed of 3/4inch diameter, 6x19 class, IWRC, stainless steel wire rope with the following features: 3.1.1 Length shall be 21ft 81/2inch (+/- 1/2inch) measured from center to center of sockets on both ends. 3.1.2 One end of the wire rope shall have a swaged stainless steel open socket Macwhyte SA-163-24 or approved equivalent. One of the fittings shall come with a pin. 3.1.3 The other end of the wire rope shall have a swaged stainless steel closed socket Macwhyte SA-164-24 or approved equivalent. 3.1.4 The wire rope fittings, open and closed, shall be in plane with one another. 3.1.5 The sockets shall be load tested at 200% for a duration of 10 minutes. 3.1.6 Six assemblies shall be stamped with R, six with S, and the remaining 6 with T. The locations of the stamp shall be on both sides of the sockets on both ends. 3.2 Actuating Wire Rope (C) The C actuating wire rope assembly shall be constructed similar to the R, S and T specified above except for the following: 3.2.1 Length shall be 27ft 1inch (+/- 1/2inch) measured from center to center of sockets on both sides. 3.2.2 Both sockets shall be stamped on both sides with the letter C. 3.3 Lower Arm Actuating Wire Rope The lower arm actuating wire rope assembly shall be constructed of 3/4inch diameter, 6x19 class, IWRC, stainless steel wire rope with the following features: 3.3.1 Length shall be 38ft 3-1/2inch (+/- 1/2inch) measured from end of threaded stud to center of open swaged socket pin. One of the fittings shall come with a pin. 3.3.2 One end of the wire rope shall have a swaged stainless steel open socket Macwhyte SA-163-24 or equal. 3.3.3 The other end of the wire rope shall have a stainless steel swaged threaded stud Macwhyte SA-156-24 or equal. The threads shall be left handed 13/8-6UNC-2A. The threads shall extend 5inches long. The threaded stud shall have wrench grips machined on the fitting. 3.3.4 The sockets shall be load tested at 200% for duration of 10 minutes. 3.3.5 The wire rope shall have a stainless steel swaged standard sleeve Macwhyte SA-157-24 or approved equal. The sleeve shall be installed on the wire rope as detailed on drawing MDP-5.14-3-4/126. 3.4 Adjustable Wire Rope Sleeve The adjustable wire rope sleeve shall fit a 3/4inch diameter, 6x19 class, IWRC, stainless steel wire rope. Six shall be stamped with an R, six with S, six with T, 16 with C. 3.5 Extending Wire Rope The extending wire rope assembly shall be constructed of 3/4inch diameter, 6 x 37, IWRC, stainless steel wire rope with the following features: 3.5.1 Length shall be 123ft 2-1/4inch (+/- 1/2inch) measured from end of threaded stud to center of open swaged socket pin. 3.5.2 One end of the wire rope shall have a swaged stainless steel open socket Macwhyte SA-163 or equal. This fitting shall come with a stainless steel pin. 3.5.3 The other end of the wire rope shall have a swaged stainless steel threaded stud 5 in length of 13/8-6UNC-2A left handed threads as shown on drawing MDP-5.14.3.4/24. The threaded stud shall have wrench grips machined on the fitting. 3.5.4 The sockets shall be load tested at 200% for a duration of 10 minutes 3.6 Heavy Duty Thimbles The Thimbles shall be sized for 5/16inch diameter wire rope and constructed of 300 series stainless steel. 3.7 Wire Rope Clips The wire rope clips shall be stainless steel with hex type nuts. The clip shall be sized for 5/16inch diameter wire rope. 3.8 Cotter Pins Cotter pins shall be stainless steel and 3/16inch diameter by 4inch long. 3.9 Pendant Pins Pendant pins shall be stainless steel and be identical to R, S, T, & C pins detailed above. 3.10 Brass Wire Rope Thimbles The wire rope thimbles shall be the Newco Combination Clamp and Thimble or approved equivalent with the following features: 3.10.1 5/16inch rope diameter 3.10.2 Two 5/16inch by 1-1/2inch bolts 3.10.3 Working load limit of 1600 lbs 3.10.4 Manganese bronze material 3.11 3/4inch Bolts 3/4inch bolts shall be 3/4inch x 10inch long 18-8 Stainless Steel Hex Cap Screw type; Fastenal part number 70383 or equivalent. 3.12 3/4inch Flat Washer Flat washers shall be stainless steel and 3/4inch x 1 7/8inch 18-8 type; Fastenal part number 1171028 or equivalent. 3.13 3/4inch Lock Washer Lock washers shall be 3/4inch Stainless Steel Split type; Fastenal part number 1171077 or equivalent. 3.14 3/4inch Nut Nuts shall be 3/4inch -10 stainless steel full hex nut coarse thread type; Fastenal part number 1170717 or equivalent. 3.15 1-3/8inch Left Handed Nut Left handed 1-3/8inch nuts shall be stainless steel and fit 1-3/8-6UNC-2A left handed threads. 3.16 1/2inch Bolts 1/2inch bolts shall be 1/2inch-13 x 1inch long 18-8 stainless steel hex cap screw type; Fastenal part number 70205 or equivalent. 3.17 Threaded Rod The threaded rod shall be a 3/4inch -10 x 12ft length 304 stainless steel continuous threaded rod; Fastenal part number 47394 or equivalent. 3.18 5/16inch Socket Cap Screws The 5/16inch socket cap screws shall be 1inch long fully threaded 300 series stainless steel. 4.0 SHIPMENT AND DELIVERY The Contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Lock and Dam. Deliveries shall be made Monday thru Thursday between the hours of 7:00 am and 3:00 pm. Offeror must be registered on Central Contractor Registration before an award can be made to them. If offeror is not registered in CCR, you may do so by going to the CCR web site at http://www.ccr.gov. PROVISIONS AND CLAUSES: The following Provisions will apply: FAR 52.204-7, Central Contractor Registration, FAR 52.212-1, Instructions to Offerors Commercial Items, FAR 52.212-3, Offeror Representations and Certifications Commercial Items. The following clauses will apply: FAR 52.212-4, Contract Terms and Conditions Commercial Items, and in FAR 52.212-5(b), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, the referenced clauses: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-13, 52.232-33. Other applicable clauses: FAR 52.211-6, 52.252-2, DFAR 252.204-7004A, 252.212-7001. As per FAR 52:212-2 Evaluation-Commercial Items: This solicitation will be awarded based on the lowest priced, technically acceptable, and most expeditious delivery. Delivery shall be made not later than 60 days after contract award. 52.211-6 Brand Name or Equal (Aug 1999) (a) If an item in this solicitation is identified as brand name or equal, the purchase description reflects the characteristics and level of quality that will satisfy the Governments needs. The salient physical, functional, or performance characteristics that equal products must meet are specified in the solicitation. (b) To be considered for award, offers of equal products, including equal products of the brand name manufacturer, must Meet the salient physical, functional, or performance characteristic specified in this solicitation; Clearly identify the item by (i) Brand name, if any; and (ii) Make or model number; Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation.
