Description
The US Army Corps of Engineers is seeking sources for the construction project entitled, Motor Controllers for Drainage Pump 4 & Unwatering Pumps, McNary Dam. This will be a firm-fixed-price contract. Construction magnitude is between $250,000 and $500,000. A bid bond of 20% or $3,000,000, whichever is less will be required. Performance and payment bonds of 100% will be required. This sources-sought announcement is a tool to identify qualified potential offerors and determine whether there are capable HUBZone or Service-Disabled Veteran-Owned small business firms who can accomplish the work. Please indicate your interest by submitting a statement of your firms capabilities addressing the experience, past performance history, technical requirements described above, including bonding capacity; and a statement of whether your firm is a certified HUBZone or Service Disabled Veteran-Owned small business to Jani Long, Contract Specialist, 201 North 3rd Avenue, Walla Walla, Washington 99362 or email responses to jani.c.long@usace.army.mil. Your response to this notice must be received on or before close of business on September 18, 2008. The work includes removing two existing motor controllers for one drainage pump and three unwatering pumps, sizes 480V and 4160V, furnishing and installing new motor controllers and all associated electrical equipment, and providing additional 10 inch piping and associated hardware to discharge the dewatering/drainage pump to the tailrace waters. The piping work will require core drilling up to 14 inch diameter on a horizontal plane. Piping joints will be either flanged or welded. The new Motor Control Center shall be NEMA ICS 2, Class I, Type B, totally enclosed, free-standing, dead-front distribution type with one or more vertical sections in which combination motor-control units, transformers, panels, and associated control equipment units are group-mounted in an integrated assembly. Motor-control centers shall contain electrical interlocks, unit control terminal blocks, master control terminal blocks, unit wiring to terminal blocks and unit interconnections, and power connection terminal blocks as required. Combination motor-control units for the control and protection of three-phase, 60-hertz squirrel-cage, 4160 VAC induction motors with branch-circuit disconnection and protective devices shall include solid-state soft-start motor-controllers, motor-control circuit protectors in compartmentalized draw-out unit construction with fused control-power transformers, selector switches, pushbuttons, and indicating lights. Complete assembly shall be electrically and mechanically connected and assembled from coordinated subassemblies shipped in complete sections from the manufacturer. Installation shall be aligned, leveled, and secured to the supporting construction in accordance with the manufacturer's recommendations. The Contractor shall provide qualified field service engineering personnel who are fluent in the English language to supervise, test, and install the new equipment and related equipment of the same manufacturer during installation. The personnel shall have a minimum of two (2) years experience in the installation and testing of new equipment made by the manufacturer used. After the motor control center has been placed in service, Field Engineering Services shall instruct Project personnel on the theory, operation and maintenance of the new circuit breakers and switchgear.
