Description
The Department of Veterans Affairs is seeking construction contractors to build a new Extended Care Facility at the VA Medical Center in Biloxi, MS. The project number is 520HS2317C. Competition for this procurement is unrestricted (full and open competition). The contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary for the construction of a two-story, approximately 105,000 SF Extended Care facility, site work, underground utilities, relocation of existing and construction of new utility systems and associated facilities, construction of roadways and parking lots, landscaping, irrigation, and incidental related work. The estimate cost range for the project is between $20,000,000 and $50,000,000. The firm must be a General Construction firm approved under NAICS Code 236220 and the size standard is $31.0 Million. Small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% Hubzone Small Business, and (f) 10% Veteran-Owned Small Business (VOSB). The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of Mississippi. Prospective contractors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award. Prospective offerors/contractors may obtain copies of solicitation documents, which are available only in.pdf electronic format, by registering and downloading plans and specifications from the FedBizOpps website at www.fbo.gov (to access export controlled solicitations, vendor must have an MNPN in CCR, a DUNS number, and be registered in FebBizOpps) A Pre-proposal conference is scheduled for September 30, 2008 at 10:00 AM local time in Building 17 at the VA Medical Center in Biloxi. Solicitation documents will be available on or about September 12, 2008 and the approximate proposal due date is October 21, 2008. Award of a firm fixed-price construction contract is scheduled for on or about November 13, 2008. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received.
