- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-047-4384-08 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-24. This procurement is a total small business set-aside. The NAICS code applicable to this acquisition is 333111. For a company to qualify as a small business, the small business size standard is 500 employees. USDA ARS has a requirement for a two row cone planter. Required characteristics of this equipment are as follows: variable row width (30-36 inches), insecticide seed treatment hopper, seat and seed tray for operator, fertilizer hopper and adjustable dispensing system, 3 point hitch, easily adjustable plot lengths (3 ft to 20 ft). A government furnished Almaco cable winder plot measurement system in new condition will be furnished by the government for installation on the selected planter. Your quote should include price to install this cable winder system. Two copies of descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 90 days ARO. Equipment price should be FOB Mayaguez, Puerto Rico. Quoted price must include delivery costs. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (VISA) card. Companies must be registered in the Central Contractor Registration database and have completed Online Representations and Certifications prior to award. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: Restrictions on Certain Foreign Purchases. Also applicable are 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration and 52.233-4 Applicable Law for Breach of Contract. All sources wishing to provide a quotation must respond by 1:00 PM EDT, September 15, 2008. Quotations should be addressed to USDA Agricultural Research Service, 950 College Station Rd, Athens, GA 30605-2720 (or POB 5677, Athens, GA 30604-5677). The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Government’s functional and performance minimum specifications listed herein. Offeror shall include references of three firms for which similar equipment was provided. The anticipated award date is September 18, 2008. All responsible sources may submit a quotation which shall be considered by the agency.
