Description
The USPFO, Idaho is soliciting sealed bids to construct two separate Railhead Projects concurrently under one single firm fixed price construction contract for the Idaho Army National Guard. Project is located in the vicinity of the Orchard Townsite approximately 16 miles South East of Gowen Field, Boise Air Terminal, Boise Idaho. Project 160092A: work includes but is not limited to construction of two rail spurs converging into one rail line into the site. The rail line will lead into a four track rail yard with tracks of varying distances. The Union Pacific Railroad will make the connection to the main rail line for each spur. The rail yard will include a multi-level ramp with associated foundations for loading mobile equipment onto rail cars. There will be a short span rail bridge. Also included will be roadway network of varying materials, 100 Ton truck scale, helipad and associated lighting, stormwater drainage network, grading and area lighting around the rail yard. There will also be a large amount of hard surfaced area for vehicle movement and marshaling. This will be connected to the new and existing road network and incidental related work. Project 160118: work includes but is not limited to construction of a new 9,640 SF Operations Control building, fencing and gates, site lighting, electrical distribution, security and communications networks, potable water supply including fire suppression system, sanitary sewer system including lift station and stormwater drainage network. There will be a large amount of hard surfaced area for vehicle movement. This will be connected to the new and existing road network, parking areas and incidental related work. Magnitude of construction for both projects together is more than $10M. This project is being set-aside 100% for small business. The applicable codes are: FSC Code Y199, SIC Code - 1542, NIACS Code - 236210 and the corresponding size standard is $31M average annual receipts over the last three fiscal years. The selection process will be conducted in accordance with FAR Part 14 Sealed Bidding. It is anticipated that the solicitation will be available on or about 15 September 2008. A Pre-bid conference and site visit will be scheduled after release of the solicitation. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and should register in accordance with the specifications to be provided in the solicitation, prior to attending for clearance to the facility. All information, amendments and questions concerning this solicitation will be electronically posted at the following web page: http://www.nationalguardcontracting.org. This will normally be the only method of distributing amendments; therefore, it is the bidders responsibility to check the web site periodically for any amendments to this solicitation. Web sites are occasionally inaccessible due to maintenance activities. The government is not responsible for any loss of Internet connectivity or for any bidders inability to access the documents posted on the referenced web pages. The Idaho Army National Guard is currently awaiting final action from the U. S. Department of Justice regarding Title to the land and no contract award or Notice to Proceed shall be issued prior to receipt of that required documentation.
