- Description
- The Uniformed Services University of the Health Sciences, located on the National Naval Medical Campus in Bethesda, MD, intends to negotiate on a sole source basis for the manufacture of diluted Purified Protein derivative (PPD) antigen of cGMP quality liquid vials from liquid stock solution (100,000 Tuberculin units/ml) with the following contractor: Aeras Global TB Foundation 1622 Kalmia Rd, NW Washington, D.C. 20012-1126 USU is conducting research and development in battey antigen development and the PPD antigen is required as part of the research project. Sole source determination is based on FAR Part 13.106-1(b) (1): (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The contracting officer determined Aeras is the only source reasonably available to provide the diluted PPD antigen for the size of the project. Aeras is to provide 2000 10-dose vials (1 dose=0.1 cc; 1 vial=1cc). This is the only source known to USU who can meet the requirements. The applicable NAICS code for this requirement is 541690-Other Scientific and Technical Consulting Services, with a size standard of $7M. Aeras is a small business. This is not a request for quotes and a solicitation package will not be issued. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses must be received by September 08, 2008 and emailed to micreenan@usuhs.mil. Responses must be received in writing.
