A USMC has a continuing need for an integrated system that includes a diesel engine-generator set, Environmental Control Unit (ECU), and off-road capable trailer, capable of sustained operation in temperatures ranging from -20 degrees F to +131 degrees F. Additional stowage space for other missions equipment on the trailer is desired. The diesel/JP-8 fueled, Tier 4 rated engine-generator set shall provide 20 kilowatts (kW) minimum, up to 30 kW (desired) of 208 VAC, 3-phase, 60 Hz electrical power over and above power consumed by the ECU. The ECU, with flexible insulated ducts attached, shall be able to provide 100,000 - 120,000 BTU/hr of air conditioning as measured using ASHRAE 37-2005 at the following conditions:125F ambient, 90F DB, 75F WB indoor. The system should provide 60,000 BTU/hr of heating capacity when rated ! using ANSI/ASHRAE standard 45. The system shall be trailer mounted and suitable for tow behind a HMMWV. Maximum utilization of the actual trailer or parts from the US Army Light Tactical Trailer is strongly desired. Towing operations is required in severe off-road conditions (70% off-road, 30% on-road), while the system shall be capable of 30-inch water-fording with no preparation, and 60-inch water-fording (salt water) with no more than 30 minutes preparation. The system shall provide for anti-wet-stacking of the engine under partial load conditions down to 50% engine load (30% desired). Maximum gross loaded weight, with fuel, cannot exceed 4200 pounds. It is a desired capability to operate 2 systems in parallel operation. General Services Administration (GSA) Federal Supply Schedule (FSS) may be an appropriate method for these supplies and services (Federal Acquisition Regulation (FAR) Part 8.0 and 8.4). Commercial firms possessing the characteristics noted in any of ! the above systems are encouraged and invited to submit the following: (1) Product brochures and pricing materials outlining specifications, to include a statement of capabilities, (2) current GSA contract information regarding unit pricing and discounts. Responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. The Government envisions conducting system evaluations of available solutions in 2009-2010, and responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. This sources-sought / Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI a! nd Government use of such information.
