- Description: •· Provide labor, equipment and material to replace a failed 15-ton condenser coil serving HVAC unit #6. •· Re-secure fiberboard insulation, using stick pins on affected Units 1-6 •· Provide and install emergency drain pains with high water interlocking control on Unit #9 (Trane System). Install control interlock wiring to disable outdoor unit when indoor unit is shut down during service. •· Provide labor and materials to remove the improperly installed dielectric unions currently leaking steam on units 1 thou 6 and re-pipe using correct fittings. •· Install a new low voltage remote control system on Unit # 9. System to include standardized thermostats (user friendly) with humidity controls.. •· Replace failing refrigeration head pressure controls in Units 1-6. •· Replace failing evaporator blower assembly in Unit #3. •· Install a new steam electrode humidifiers canisters to serve units 10, 11, 12, 13, 21, 22, 7 and 8. •· Conduct an air balance services to confirm total CFM ratings of major air handling units and to resolve hot / cold spots currently in building 900. •· Provide consulting / engineering services to perform feasibility study on replacement of existing chill water systems. JITC has a contract with Cool Rite Service Co, Inc. for preventative maintenance. The requested repairs were diagnosed during regularly scheduled maintenance and inspections. This agreement is for basic mechanical maintenance, and for recording and reporting any deficiencies discovered during monthly inspections. The lists of deficiencies discovered are outside the agreement. The parts and labor so far supplied are under warranty. The potential loss of the warranty is not in the best interest of the government nor will it be cost effective. Cool Rite has been performing preventive maintenance for the past two years and is uniquely knowledgeable of all units and associated units assigned to JITC. To bring in a new company would require a complete overhaul of all units before they would warranty any work. This would cost the Government over and above the initial repair costs to hire another contractor to evaluate the system for these repairs and cause a delay of 3 months. The resulting delay would put our testbed equipment at risk. ** See Note 22 - 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 3 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
