Description
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), National Veterinary Services Laboratory (NVSL) and Wildlife Services (WS) intend to issue Blanket Purchase Agreements (BPAs) using FAR PART 13.303 procedures to take effect October 1, 2008, to APHIS-approved National Animal Health Laboratory Network (NAHLN) laboratories to conduct the following tests: (1) Real-Time Polymerase Chain Reaction (rtPCR) Testing for Exotic Newcastle Disease (END), Avian Influenza (Ai) viruses, backyard necropsies and diagnostic workups for avian diseases; (2) Scrapie Antigen Purification and Detection Testing in support of Regulatory Scrapie Slaughter Surveillance (RSSS) and other scrapie surveillance activities in sheep and goats; (3) Immunohistochemistry (IHC) Testing in support of regulatory and surveillance testing for scrapie in sheep and goats and chronic wasting disease (CWD) in cervids. The APHIS-NVSL approved state, university and federal laboratories are identified at the following website: http://www.aphis.usda.gov/animal_health/nahln/downloads/cwd_scrapie_lab_list.pdf. The list of APHIS-WS approved state, university and federal laboratories will be attached to the solicitation package. To be eligible for a BPA, NAHLN Laboratories must be approved, as well as meet the requirements for membership in the NAHLN. Laboratories wishing to participate in the USDA, APHIS testing efforts must submit “Request to participate in (type of sample testing identified in the Schedule) from NVSL or WS” to USDA, APHIS, NVSL, Attn: NAHLN Coordinator, P.O. Box 844, 1800 Dayton Road, Ames, IA 50010. Laboratories must affirm compliance with the NAHLN policies. Requests by telephone will not be honored. The solicitation will be posted on or about September 3, 2008 and will be made available only on the Federal Opportunities website at http://www.fedbizopps.gov.
