Description
DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is 201818Q027 and the solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular and Federal Acquisition Regulation (FAR). The NAICS Code 238320 with size standard of $14 million. Both Small and Large business may submit proposals. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, and women-owned businesses. The U.S. Fish and Wildlife Service, Cibola National Wildlife Refuge Complex has a requirement for repair and painte two metal buildings as described below. The Government intends to issue a contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all cost for labor and materials in the performance of this contract. PLACE OF PERFORMANCE - Cibola National Wildlife Refuge, near Cibola, Cibola, La Paz County, Arizona, approximately 20 miles south of Blythe, California/ 1/2 mile south of Cibola at 66600 Cibola Lake Road. BID SCHEDULE: 1)Remove loose and chipping paint from two metal buildings approximately 72000 sqft. (Building one is 40ft x 100ft x 16ft eave height and has the two broken fiber glass skylights. This building has metal walk through and roll up doors)(Building two is 20ft x 50ft x 8ft eaves. This building has walk through doors and one vehicle bay door) 2) Repaint two metal buildings including the Roof. 3) Replace two (2) broken skylights in one building. Contractor will ensure each buildings surface to be painted be free of dirt, grease and grime, mildew, chalk and rust. Steps in the cleaning process must be taken to ensure primer paint sticks to a clean chalk free surface to prevent chipping in the future. Spot Priming is to applied to areas rusted and bare metal spots with a rust inhibitive primer. After spot priming, a full coat of base primer is to be applied to the entire surface. After base primer is thoroughly dry, a top coat of acrylic or similar gloss paint (two coats depended upon type of paint) is to be applied. Note: Paint must be for exterior grade and designed for use on metal surfaces. Current paint color is white, we are looking for a light colored (non-white). During sight visit Refuge Manager will decide the color to be included in your bid. It is highly suggested prior to placing a bid to do a site visit to see the work area and building conditions. DELIVERY POINT, (FOB): The place of performance and acceptance shall be Cibola National Wildlife Refuge, 66600 Cibola Lake Road, Cibola, La Paz County, Arizona 85328. Performance shall be completed within 180 days from the date the contract is signed. PROVISIONS AND CLAUSES: The Provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The applicability of FAR 52,212-2, Evaluation-Commercial Items applies, and the specific criteria to be used for evaluation shall be as follows: 1) Total Price. Offerors must supply a completed copy of the provision found at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items when responding to this solicitation. The Clause found at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
