- The Fleet Industrial Supply Center (FISC), Norfolk, Contracting Department, Philadelphia Division intends to acquire inner ear anatomist services in support of the Spatial Orientation Center, Department of Otolaryngology, Naval Medical Center San Diego (NMCSD). The scope of duties for the research is to plan, design, coordinate, write and conduct a series of experiments to evaluate issues regarding the mechanisms of noise-induced and chemically-induced inner ear injury and the use of drug treatments and/or chemical agents to prevent and restore inner ear function. FISC intends to award a purchase order to satisfy the proposed acquisition as a sole source action under authority of FAR 6.302 to Xianxi Ge, Ph.D, of San Diego, CA 92128. The placement of a firm fixed price purchase order for one year, to begin 1 October 2008, is anticipated. This contractor developed the analysis program to quantify mitochondrial density and is the only person who can perform mitochondrial density measurements using the Zeiss Cem 902 Transmission Electron Mircroscope and imaging analysis. Without this contractor, the current research projects will be delayed resulting in a loss of resources and failure to meet deadlines. This delay of research will prevent the timely completion of animal trials which in consequence would delay the start of proposed human trials research and will ultimately detain the development of agents that may restore hearing function in patients with different types of hearing loss. This contractor is the only known inner ear anatomis! t who has the unique experience and capabilities to successfully support the auditory research scientist services while conforming to the timeline required to accomplish the research projects in progress at this laboratory.
