Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DTMA5R08102 and is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-26. This requirement is a total set-aside for small business. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-6 Notice of Total Small Business Set-Aside which applies to this solicitation). The associated North American Industrial Classification System (NAICS) code for this procurement is 333611. The contract will include the following CLINs.: 0001 GAS TURBINE TEST ENGINE 0002 GAS TURBINE SOUND/NOISE SUPPRESSION SYSTEM 0003 GAS TURBINE FULL SCALE CUTAWAY MODEL [plus technical documentation (operating manuals, safety and installation / usage instructions)]. 0004 OPTIONAL ITEM: ON-SITE TRAINING SPECIFICATIONS - GAS TURBINE ENGINE SECTION 1 - INTRODUCTION 1.1 This Requirements Statement describes the gas turbine test engine / power system to be provided to the U.S. Merchant Marine Academy (USMMA), Kings Point, New York (hereinafter referred to as the Academy or the Government). SECTION 2 - PURPOSE 2.1 This procurement request is for a purpose built complete gas turbine (GT) test engine to be operated for instructional purposes to meet ABET Criterion 4 and 6 Objectives in the Academy's Marine Engineering laboratories. The engine is to be of current manufacture and consist of all new components. Traceable and verifiable material is to be used for all components throughout the engine. Used, former military or surplus components are not acceptable. Electrical power (120 / 240 VAC), compressed air (120 psig) and cooling water (fresh and salt water) are available to support operation of the GT test engine. All elements comprising the gas turbine test engine / power system are to be contained in a rigid steel chassis mounted on rolling casters. The complete system shall not require any permanent facility modifications or additions. 2.2 Based on a growing sensitivity to noise and a greater emphasis on environmentally friendly engineering, a sound suppression system must be provided to permit additional study of gas turbine noise sources, the isolation and measurement of engine core and exhaust noise, and the analysis of acoustic energy absorption and dissipation techniques. Measurement of sound / noise levels with and without the sound suppression system will demonstrate noise pollution and the benefits of sound control technology applications. 2.3 A full scale engine manufactured with cutaways to reveal the inner workings and engineering details of the gas turbine will significantly enhance the potential for learning and support the ABET Criterion 4 and 6 Objectives. SECTION 3 - SCOPE 3.1 This Requirements Statement contains the requirements for: • A gas turbine test engine / power system; • A gas turbine sound suppression system operational accessory; • A full scale cutaway model of the actual operating engine with portions of selected components removed to reveal the inner workings of the engine; and • Terms of Delivery SECTION 4 - GAS TURBINE TEST ENGINE / POWER SYSTEM AND RELATED ITEMS 4.1 Gas Turbine Test Engine / Power System Specifications The gas turbine test engine / power system shall meet or exceed the following minimum specifications: • The gas turbine test engine / power system is to be equipped with calibrated transducers and thermocouples capable of measuring the following properties: o Compressor Inlet Static Temperature and Pressure (T1 / P1) o Compressor Inlet Stagnation Temperature and Pressure (T01 / P01) o Compressor Exit Stagnation Temperature and Pressure (T02 / P02) o Turbine Stage Inlet Stagnation Temperature and Pressure (T03 / P03) o Turbine Stage Exit Stagnation Temperature and Pressure (T04 / P04) o Unit* Exhaust Gas Stagnation Temperature and Pressure (T05 / P05) *Free Power Turbine or Jet Nozzle Exhaust o Fuel Flow Rate: Gallons per hour GPH Liters per hour LPH Pounds per hour Lbm / hr Kilograms per hour kg / hr o Engine Revolutions per Minute, RPM • Engine load / thrust to be measured with an electric dynamometer or load cell permitting direct indication of engine load in English Horsepower (HP) and Kilowatts (kW), or jet thrust in Pounds Force (Lbf), Kilograms Force (kg), and Newtons (N). • The operator panel shall consist of digital Turbine Inlet Temperature (TIT), Exhaust Gas Temperature (EGT), and RPM indicators, oil pressure, fuel pressure, air pressure and engine pressure ratio gauges, a keyed master switch, with green start and red stop switches, and a T-handled power control lever. • Control system shall include fully automatic start and operational health monitoring system provided with LCD status readout and cumulative running time and start / stop cycle count. • The engine shall be capable of manual operator control throughout the entire range of operation. • The engine shall be situated behind transparent protective shields permitting clear view during operation. • The gas turbine test engine / power system must be capable of operating with a variety of fuels ranging from: Jet A, A-1, B; JP-4, 5, 8; Kerosene, Diesel Fuel Oil #1, #2, MDO; and various concentrations of Biodiesel fuels for performance comparisons, without changing or altering engine system components. • The gas turbine test engine / power system shall be supplied with a USB based digital data acquisition system complete with computer and user configurable data acquisition software capable of measuring and recording analog, digital and frequency signals. 4.2 Gas Turbine Test Engine Sound Suppression System The gas turbine test engine sound suppression system shall meet or exceed the following minimum specifications: • The intake suppressor shall reduce acoustic energy (noise) associated with compressor intake air flow by 11 - 16 dB at full power and maximum speed. • The exhaust suppressor assembly shall reduce acoustic energy (noise) associated with turbine exhaust gas flow by 7-12 dB at full power and maximum speed. • The exhaust suppressor assembly shall be manufactured with a flame plume sight window. • Intake and exhaust suppressors shall be easily removable to permit access to the engine and perform sound level testing with and without the suppressors installed. • Intake and exhaust suppressors shall not interfere with any operation of the engine. 4.3 Gas Turbine Test Engine Full Scale Cutaway Model The gas turbine test engine full scale cutaway model shall meet or exceed the following minimum specifications: • The engine cutaway model is to be of current manufacture consisting of all new components. • The engine cutaway model shall be of a robust design and construction to permit hands on exploration and usage. • The engine shall be supplied with and displayed on a clear acrylic mounting stand. • The engine cutaway shall be sufficiently open and accessible to permit tracing of the entire gas flow path through all components. o Actual compressor and turbine stages and blade geometries shall be clearly visible. o Reverse flow annular combustor shall be clearly visible. • The rotating assembly shall be capable of full rotation as in an operating engine. • The engine cutaway model shall be supplied with an Air Transport Association (ATA) approved Delicate Equipment Case fully lined and latch-able for safe, secure transportation and storage. SECTION 5 - DELIVERY 5.1 General - Delivery to be within 45 days after receipt of order (ARO), FOB destination at the United States Merchant Marine Academy, 300 Steamboat Road, Kings Point, New York 11024. SECTION 6 - TRAINING (OPTIONAL ITEM) 6.1 General - On site operator training may be requested, if required, by separate correspondence. SECTION 7 - DOCUMENTATION 7.1 One complete set of documentation shall be provided as follows: 7.2 Gas Turbine Test Engine / Power System • Comprehensive Operating Manual. • Summary operating check list for all operating conditions. • Safety instructions to address all operating conditions. 7.3 Gas Turbine Sound Suppression System • Comprehensive installation and usage instructions. 7.4 Gas Turbine Test Engine Cutaway Model • Comprehensive teaching narrative, including material related to the manufacturing and assembly process. SECTION 8 - WARRANTY 8.1 The GT test engine / power system shall be provided with a two year warranty on all parts and material and defects in workmanship. Destination Terms The clause at 52.212-1, Instructions to Offerors-Commercial Items, (Sep 2006) is incorporated by reference and applies to this acquisition. The provision at 52.212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factor(s) considered. The following factors shall be used to evaluate offers: (i) price and (ii) availability and (iii) past performance. Each offeror shall include a completed copy of the provision at 52.212-3 (Nov 2006) or certification that these have been completed online via Online Representations and Certifications application (ORCA) at https://orca.bpn.gov. FAR 52.212-4 Contract Terms and Conditions--Commercial Items (Feb 2007) is incorporated by reference and applies to this acquisition. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders --Commercial Items (Jun 2007), is incorporated by reference, however, only the following clauses apply to this acquisition: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-1, 52.225-3 and 52.232-33.
