- This is not a solicitation, but a notice of Contract Action. The Naval War College, Contracting Division (Code 0022), intends to award a sole source Firm-Fixed Price-Level of Effort (FFP-LOE) contract to Dr. Barnett Rubin. Dr. Rubin will act as a consultant and will provide subject matter expert services in the Greater Middle East Area of Study (AOS). Dr. Rubin will (1) Make four visits to The Naval War College to lead "seminars" with students specializing in the Greater Middle East program, and serving as a panelist, if needed, as part of a colloquia-sponsored event; (2) Preparing and presenting three "lectures of opportunity" with interested faculty/students at-large; the topic for these lectures and the format (roundtable, panel with others, etc.) to be determined by the scholar. (3) Providing guidance to select students whose directed research elective will be specific to scholar's expertise/knowledge. Three students (per each of three 10 week terms will be assigned to conduct "directed research" on a topic that is decided between the visiting scholar, the AOS chair and the student. (4) Preparing a scholarly article suitable for publication in a respected profession journal with the right of first refusal being accorded to the Editor, Naval War College Review; and (5) Delivering the paper in the last colloquium of the series. Under the authority of USC 2304 (c ) (1) pursuant to FAR 6.302 (2)(b)(1)(i), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and not other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. This announcement is not a request for competitive quotations. The government will review all responses and without prejudice. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
