Description
The Bureau of Reclamation intends to negotiate on a sole source basis with GE Fanuc Intelligent Platforms, Inc., 2500 Austin Drive, Charlottesville, VA 22911 the manufacturer of GE Fanuc Display Station 2000 PLC systems. The work to be performed under this requirement consists of a replacement upgrade to two panel mount industrial computers, in an existing electrical Supervisory Control and Data Acquisition system. The panel mount computers currently reside at the Senator Wash power generation station and Imperial Dam control center. The computer at the Imperial Dam is utilized to remotely manage the power station's functionality from the Imperial Dam control center and report instrumentation data. The computer remotely accesses and controls various processes that contribute to the generation of electricity and its supervision. The computer at Senator Wash provides immediate control and data output from a GE Electrical Distribution and Control Power Management solution. The computers' software will be upgraded to provide an up to date interface. The computers will require programming upgrades to add functionality the current system lacks. The system hardware and software upgrades must keep existing functionality while allowing the opportunity for future features, operation, and equipment. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the supplies that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required work described above are encouraged to identify themselves and give written notification to the Contracting Officer. This notice is not a request for competitive quotes. All responses received within 7 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's Dun and Bradstreet (DUNS) Number. Firms should identify themselves as either small business or other than small business, in accordance with the size standard of $23.0 Million under the North American Industry Classification Systems (NAICS) code of 511210. Responses to this notice should be mailed to Bureau of Reclamation, Acquisitions and Assistance Group (YAO-3100 Carrera), 7301 Calle Agua Salada, Yuma, Arizona 85364; via facsimile to 928-343-8568; or by E-mail at jcarrera@lc.usbr.gov. Effective October 1, 2003, prospective vendors are required to register in the Central Contractor Registration (CCR) database prior to receiving a contract award. Lack of registration in the CCR database may make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
