Description

Amendment 2: The International Boundary and Water Commission (IBWC) is hereby amending the Request for Proposal (RFP) for the construction of the South Bay International Wastewater Treatment Plant, Secondary Treatment to adjust the scope of work and include additional information as follows. 1. Update the Draft Contract to include Small Business Goals, Two Contract Options, Liquidated damages and other miscellaneous changes. 2. Update the Project drawings and specifications to include corrections and two project options. 3. Provide three Geotechnical reports on the construction site conditions. 4. Request contractor interest in an additional site visit. Additional solicitation guidance and information is as follows: -- THE AMENDED SOUTH BAY WASTEWATER TREATMENT PLANT DRAWINGS AND SPECIFICATIONS SHALL ONLY BE AVAILABLE TO GENERAL CONTRACTORS. CONTRACTORS WHO HAVE NOT ALREADY SIGNED A NON-DISCLOSURE STATEMENT SHALL BE REQUIRED TO COMPLETE AND SIGN “NON-DISCLOSURE AGREEMENT-AMENDMENT 2” AND FAX OR EMAIL TO: Joshua Soto, Contracting Officer at (915) 832-4192. The original shall be mailed to IBWC-Acquisitions, 4171 N. Mesa, Ste C-100, El Paso TX 79902-1441. The submittal shall also include Company contact information and an email address where the information is to be transmitted. -- Drawings and specifications shall not be distributed to subcontractors. -- AS A RESULT OF INCREASED SECURITY MEASURES, A LIST OF PLAN HOLDERS SHALL NOT BE MADE PUBLIC. -- Drawings and specifications shall be distributed via mail correspondence only. Requests will be expedited. -- Contractor’s who have already signed a non-disclosure statement shall not be required to sign another non-disclosure. -- The Contractor shall be responsible for organizing the drawings and specification package in the proper order. -- Contractor’s may propose an alternate period of performance but must support their proposal with potential cost savings to the Government. -- All contractual and technical questions must be submitted in writing to joshuasoto@ibwc.gov or by fax (915) 832-4192. Telephone questions will not be accepted. FINAL DAY TO SUBMIT TECHNICAL QUESTIONS SHALL BE SPETEMBER 26, 2008, 5:00 PM, MOUTAIN TIME. -- Due to the potential impact to the construction schedule, the firm date for receipt of proposals shall remain October 3, 2008, 5:00 pm Mountain Time. Request for Interest in additional site visit: The International Boundary and Water Commission (IBWC) would like to determine the interest in an additional site visit. It is currently anticipated that no subcontractors would be allowed to attend but requests are encouraged. Any response should include a proposed number of attendees. Contractors shall submit a response via fax ONLY. Please fax letters to: Joshua Soto, Contracting Officer at (915) 832-4192.
