- This is a pre-solicitation notice for the service to provide the Potable Water Distribution Survey service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Synopsis will be as follows. A separate written solicitation M67400-08-T-0197 will be issued as a Request for Quotation on or after 28 August 2008. This solicitation is limited to local sources only located in Japan in accordance with FAR Sub-part 5.202 (12). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 and Defense Acquisition Circular 91-13. DPAS Rating is DO-S-10. The North American Industrial Classification System codes are 541360 and the business size standard is NTE 5.5 million. Descriptions of services include one line item:CLIN 0001: Potable Water Distribution Survey NOTE: THE SERVICES WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN, OKINAWA PREFECTURE. AWARDS CAN ONLY BE MADE TO FIRMS LICENSED TO OPERATE IN THE COUNTRY OF JAPAN. The Government intends to make a single award which is the most advantageous to the Government on the basis of best value evaluation process. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. The solicitation (Request for Proposal), when it is released it will available electronically at the following web sites http://www.neco.navy.mil and/or http://www.fedbizopps.gov/ under solicitation M67400-08-T-0197. The solicitation also will be e-mailed upon a written request to the Point of Contact listed. Offers can be mailed, faxed, or e-mailed to the Contracting Office, U.S. Marine Corps RCO, MCB CAMP S. D. BUTLER, PSC 557 BOX 2000, FPO AP 96379-2000. Offers must be received no later than 15:30, Japanese Standard Time of closing date. The closing date will be notified in the Solicitation issued.
