- The Defense and Veterans Brain Injury Center (DVBIC) is the primary Traumatic Brain Injury (TBI) component of the Defense Center of Excellence (DCoE). DCoE is a newly organized Federal program within the TRICARE Management Agency. In direct support of the DVBIC National Director, this award provides for support services to facilitate the execution of Clinical Investigations, Clinical Care and Standards, Educational Support, and Surveillance Support for the Defense and Veterans Brain Injury Center (DVBIC) and its various Lead, Associated, and Clinical Sites and other DoD-wide programs assigned by Office of the Assistant Secretary of Defense/Health Affairs (OSD/HA) or Congress. Requirements delineated in this solicitation are applicable for all Traumatic Brain Injury (TBI) patients seen by DVBIC personnel and all DVBIC activities, regardless of the medical setting providing their care (i.e., Polytrauma, Neurology, Outpatient Clinics, etc.). The Government intends to evaluate proposals and award without discussions. Solicitation Package consists of (1) Solicitation W81XWH-08-R-0031 and (2) Nine (9) Attachments. Solicitation questions are due no later than 2:00 PM Eastern Time, Thursday, September 11, 2008. Proposals are due no later than 4:30 PM Eastern Time, Thursday, October 2, 2008.
