Description
Market Research/Sources Sought Synopsis The Marine Corps Warfighting Laboratory (MCWL) seeks to obtain market research information from sources capable of fully satisfying a Squad Combined Arms Link (SCAL) for call for fire capability identified herein. This Request for Information (RFI) is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create a resulting acquisition strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government and/or released to the public. The Government is primarily focused on seeking suitable commercial and non-developmental items or commercial items that can be easily modified to meet existing Government requirements. If no such commercial/non-developmental items currently exist, the Government may entertain the procurement of developmental items based on the information received because of this market research. Situational Description: With small units potentially spread across a complete battlespace, the need for target prosecution at the Squad level is being investigated. An ability is sought, to identify and Laser designate the target, request Call For Fire (CFF), Close Air Support (CAS), and transmit the information using a C2 device. This will combine task requirements so that a Marine can locate a target and identify it, (ten digit grid coordinate) and request support. That C2 device should be able to broadcast a CFF and a "9 Line and deconflict munitions trajectories and aircraft final attack headings using a mapping tool. It should also simultaneously broadcast this information to a command operations center (COC), where an FAC/JTAC/FDC approving authority would clear CAS/CFF request.The intent is for a Marine, Soldier or Sailor, to get munitions on target within a few minutes of identifying a target, as opposed to the current extended time delay. As units are distributed across the battlefield, not enough specialist MOS personnel are available. Current equipment is capable of one or many of the tasks described, but they collectively weigh a large amount and are cumbersome. The SCAL concept would significantly "Lighten the Load" that Squad Leaders, TACP teams and Artillery FO's carry as well as push control of supporting fires to a lower echelon. Desired Capabilities/Parameters A self-contained, Personal Digital Assistant (PDA) size fully networked combat system to designate a target with a laser, and transmit a ten-digit grid into a computer system to:Simultaneously broadcast the information to a COC and/or the Fire Direction Center (FDC) and once approved, to the aircraft flying the strike package. Enable and broadcast a Call for Fire/9 Line" that will deconflict munitions trajectories and aircraft final attack headings without error using a mapping tool when prosecuting the target. Device will provide Position Location Information of the sender and network capable with future GCE precision targeting tools while using standard military protocols. Reliable, easily maintained, durable, and interoperable and compatible with current and future systems. Interface capability with AFATDS and TLDHS through C2 programs. Plug in capable to a Networked C2 device. Sources capable of fully satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1) Identification of your company or organization; 2) Your company's or organization's assertion of existing, capability to meet proposed requirements; 3) business/contracts/marketing office point(s) of contact information; 4) Notification of business size and/or special status and 5) Additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a 2-page submission limit, plus commercial marketing information or web links. Information should be submitted via email to Mr. Ira Patterson, email address ira.patterson@usmc.mil referencing tracking #9051. These should be submitted on or before 30 Sept 2008. This RFI should not be considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements.
