- The Department of Veterans Affairs, Health Revenue Center, Topeka, KS intends to award a sole source contract to expand its existing telecommunication capabilities to Black Box Network Services of Amityville, New York. The Government intends to award this contract IAW FAR 6.302-1 and 41 U.S.C. 253(C) (1). The DVA HRC presently operates several nationwide call centers with the primary mission to provide various support services to current and former veterans and their spouses. The DVA made award in September of 2005 to SDV Telecommunications of Grass Valley, California under competitive proposals received in response to the RFP for replacement of the existing PBX system and associated upgrades. NuVision Technologies of Amityville, NY, later acquired by Black Box Network Services, was a lower tier subcontractor responsible for installation of the PBX system under this contract. Scope of work includes upgrading the PRI and T1 capability of the NEC 2400 IPX switch, installation, project management, software configuration and related services. The VA HRC believes NuVision Technologies DBA Black Box Network Services to be the only source that can provide the required hardware and software and successfully integrate to maintain compatibility and functionality of the original system without substantial duplication of cost that is not expected to be recovered through competition. This is not a request for competitive proposals; however, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to meet these requirements. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination to conduct a competitive procurement will be at the sole discretion of the Contracting Officer. Phone inquiries will not be accepted.
