- Description
- The Department of the Navy, Space and Naval Warfare Systems Center(SPAWARSYSCEN) San Diego intends to solicit and award a Cost Plus Fixed Feecontract to TNO Defense, Security, and Safety, P. O. Box 96864, The Hague,2509 JG, The Netherlands on a sole source basis for technical and engineeringservices for upgrading TNO proprietary software for the Advanced Navy AerosolModel (ANAM) model and Electro-Optical Signal Transmission and Ranging(EOSTAR) model application. TNO Defense, Security and Safety is the originaldeveloper and sole maintainer of the ANAM model and EOSTAR modelingapplication. This notice of intent is not a request for competitive proposals. However,interested parties may identify their interest by submitting a CapabilityStatement and a Proposal within 45 days of issuance of this publication whichmay be considered by the Government. A determination by the Governmentnot to compete based upon responses to this notice is solely within thediscretion of the Government. Information received will normally be consideredsolely for the purpose of determining whether to conduct a competitiveprocurement. Authority for other than full and open competition is 10 U.S.C 2304 (c) (1) andFAR part 6.302-1, Only one responsible source and no other supplies orservices will satisfy agency requirements. The use of any other source for thisacquisition would result in an unacceptable delay and duplication of costassociated with developing/testing a new product that is not expected to berecovered through competition. The applicable North American IndustryClassification System (NAICS) Code is 541519, with a size standard of $25Mil. The anticipated period of performance will be one year base period with 4 one-year options with an estimated value including options of $2Mil.
