Description
The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) has a requirement for delivery of Sodium Chloride for NIOSH Pittsburgh. 1.1 Contractor shall provide all plant, labor, materials, equipment, supplies, management, licenses, manifests, insurance, transportation, and certifications necessary to provide sodium chloride as specified in this section for the U.S. Department of Health and Human Services, National Institute for Occupational Safety and Health (NIOSH), Pittsburgh, and the U.S. Department of Energy (DOE) - National Energy Technology Laboratory (NETL). 1.2 Delivery Vehicle: - Access to the NIOSH-Pittsburgh facility is by over road vehicle with a Pennsylvania Department of Transportation gross vehicle weight (GVW) limit of 73,280 pounds per loaded licensed commercial truck. Each vehicle shall be operated by a driver with a valid commercial drivers license, and each licensed vehicle shall have current inspection, and shall be insured as required by the licensing state and per NIOSH-Pittsburgh contract requirements. 1.3 Safety and Security: - The Contractor's delivery drivers shall sign-in and out with NIOSH-Pittsburgh security at Building 100 guard post upon each delivery to the facility. The Contractor is subject to all Government safety and security protocols in effect at the NIOSH-Pittsburgh while on the facility. 1.4 Time of Delivery: - Deliveries may be made between the hours of 8:00 a.m. and 3:00 p.m. during Monday through Friday, except as specified in Clause C.5. 1.5 Delivery Response Time: - Contractor shall deliver sodium chloride to NIOSH-Pittsburgh or DOE-NETL within three work days of receipt of phone order from person(s) authorized in Clause C.6. B. Material Specifications The sodium chloride as delivered to the NIOSH-Pittsburgh and the DOE-NETL facilities shall conform to the following specifications for grade, quality, classification, and standards. All standards and codes referenced shall be the latest revisions for each test or procedure specified. 2.1 Sodium Chloride (for ice and snow removal) shall conform to ASTM D632 Standard Specification for Sodium Chloride - Type 1, Grade 1. Sodium Chloride shall be homogeneous and shall be free from dirt, fibers, lint, trash, or other foreign matter. Iodizing agents shall not be added. Anti-caking agents shall be added. 2.2 Transportation: The Contractor is responsible for providing transportation and handling of sodium chloride shipped to NIOSH-Pittsburgh to insure quality of the product is not deleteriously affected and that no foreign substances are added. Upon delivery to NIOSH-Pittsburgh, the sodium chloride will be visually inspected by the Contracting Officer's Representative (COR). Any truckload shipment of sodium chloride, which fails to meet the specifications as outlined in Section 2.1 shall be rejected by the Government. This requirement is 100% set-aside for small business. The North American Industrial Classification System Code is: 424690 with a small business size standard of: 100 employees. The CDC expects a single award, indefinite delivery indefinite quantity (IDIQ), fixed price contract with an approximate eleven (11) month base period and four (4) twelve (12) month options. No verbal or written requests for copies will be accepted.
