- AG-0116-S-08-0084 WRANGELL STOCKPILES This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES are being requested and a written solicitation will not be issued. Attached documents including supplemental specifications, drawings, and special contract requirements will be incorporated into any resultant award and should be reviewed prior to submitting a QUOTE. SET-ASIDE: This acquisition is totally set-aside for Hub-Zone Small Business Concerns, NAICS 212319. The size standard for this acquisition is 500 employees. Submission of a quote constitutes a representation that the contractor is Hub-zone certified. APPLICABLE CLAUSES: The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications—Commercial Items (included and uploaded as a separate attachment) 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.219-3, 52.219-8, 52.219-28, 52.222-3, 52.222-19, 52.222-20, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52.225-3, 52.225-13 and 52.232-33), 52-217-7, Option for Increased Quantity - Separately Priced Line Item Contracting Officer may exercise the option by written notice to the Contractor by June 1, 2009, but will not exercise option if crusher has been moved from project site. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. Any contract resulting from this combined synopsis/solicitation will be a supply contract subject to the terms and conditions as stated above. PROJECT DESCRIPTION: The Tongass National Forest wishes to acquire 7,000 tons of crushed stockpiled aggregate and up to an additional 7,000 tons with exercise of an option. All rock to be crushed to specification and stockpiled at Garnet Quarry on Wrangell Island, Southeast Alaska. All work, including: mobilization, existing quarry development/expansion for aggregate production, new quarry development if necessary, associated with providing the stockpiled rock will be incidental to the payment for the rock on a ton basis. The work includes certification for quality & quantity, quality control & quantity measurement, including sampling, testing, equipment, personnel, and inspections necessary to meet contract requirements. STOCK PILE LOCATIONS: This project is located on Wrangell Island approximately 15 miles South of Wrangell and can be accessed from the existing road system. Garnet Quarry location is shown on the attached Wrangell Road Surfacing Area Map, more specifically at milepost 0.15 on National Forest Service Road (NFSR) 50022. NFSR 50022 is located at approximately milepost 2.70 of NFSR 6265.
