Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W91ZLK-08-T-0644 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 339999 with a small business size standard of 500 employees. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-09-04 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be APG, MD 21010 The USA ACA Aberdeen Proving Grounds requires the following items, Meet or Exceed, to the following: LI 001, The contractor shall construct a 1:24 (1=2) scale model of an 80-foot earth-covered munitions storage magazine (igloo) typical of those found at the Blue Grass Chemical Activity (BGCA). These World War II-era igloos were constructed from a design that dates back to the Civil War. The igloo is 80 feet long, 25 feet wide and 15 feet high. A 6 trench runs along the base of the wall on each side. One end has a solid concrete facing with a steel door and a heat-fusible outside vent. Another vent is located at the top rear of the structure. The igloo is constructed of a concrete shell, one-foot thick at the bottom and slightly thinner at the top. The concrete shell is covered with at least two feet of earth. Each igloo has dual lightning rods for further protection. There are no current design drawings available. This model shall be built on an oak base with a removable upper section to expose the buildings interior and the configuration of any stored rockets and/or projectiles for table-top exercises or displays. It shall include representations of the three types of palletized munitions stored at BGCA: 8 projectiles, 155 mm projectiles, and M55 rockets. Pallet dimensions and maximum quantities are as follows, listed as Type of Palletized Munitions, Length, Width, Height, Max. # Pallets in Igloo: 8 Projectiles (6/pallet) 19-1/2 28 39-1/2528,155mm Projectiles (8/pallet) 19-1/227 31-1/2966,M55 Rockets (15/pallet) 8331 27-3/4176, The model shall provide a full complement of each type of pallet. To minimize small pieces, the model shall depict the pallets as typically stacked (11-46 pallets per stack) in the igloos. Typical pallet stacking configurations will be provided by the government. Two stacks of each type of pallet shall be divided into individual units to allow for depiction of various storage scenarios. Two munitions handlers and a forklift shall also be included in the model. A transparent dust cover shall be provided for display purposes., 1, EA; For this solicitation, USA ACA Aberdeen Proving Grounds intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Aberdeen Proving Grounds is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
