NAICS Code: 541990 Posted Date: August 28, 2008 Procurement Office: U.S. Environmental Protection Agency, RTP Procurement Operations Division, (E105-02) Response Date: September 8, 2008 In accordance with FAR 13.106 (b)(1), the USEPA National Health and Environmental Effects Research Laboratory (NHEERL) intends to award a sole source purchase order to Dr. Lynne Messer of the Health Inequalities Program at Duke Global Health Institute. This purchase order is for the development and testing of an Environmental Quality Index (EQI). In light of the imporantance to better estimate the full environmental context to which humans are exposed for human health outcomes research, an EQI needs to be developed. The primary goal of the EQUI will be to develop a composite environmental indicator for research on human health. The estimated period of performance will be thirty-six months from the date of award. Dr. Messer is uniquely qualified to perform the requirements of the Statement of Work of this purchase order because she has conceived, designed and directed the overall approach for a human health indicators development study. In addition, Dr. Messer has unique knowledge and experience with: the overall study design of the EQI; the conceptual knowledge of data analyses needed for this study; the reporting required to produce an EQI with multiple exposure categories; creation of indicies which incorporate different variables that encompass a community's exposure; and development of an environmental indicator that can be used over time for research on human health. Dr. Messer is an expert in data reduction strategies of principlal components and factor analysis. Dr. Messer has unique knowledge of experimental study design and the type of data analyses to be performed. THIS IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
