- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13 and DFARS Change Notice 20030430 Edition. The solicitation incorporates by reference the following clauses: FAR 52.212-1, 52.212-3, 52.212-4 and 52.212-5. DFARS 252.204-7004. In accordance with FAR 13.106-2(b) (2), the Government may award without discussions. This is a sole source requirement in accordance with FAR 6.302-1. Wright-Patterson AFB intends to award to: University of Dayton, Center for Leadership & Executive Development School of Business Administration, 300 College Park, Dayton, OH 45469-2120. Authority: 10 U.S.C. 2304©(1), Justification: Services required are available from only one or a limited number of responsible source(s) and no other type of services will satisfy agency requirements. This RFQ has the following line item(s): Line Item 0001: Center for Leadership & Executive Development (CLED) at the University of Dayton to provide 144 units of training for employees showing executive potential. Period of Performance: Sep 23, 2008 through June 30, 2008 This synopsis is being published for information purposes only. This notice of intent is not a request for competitive quotations. However, the government will consider any quotations received within 2 days of issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All quotations/questions should be e-mailed to Deloris.Cotton-Smith@wpafb.af.mil no later than 11 am EST on 4 Sep 2008. No telephone calls please.
