- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase on a Brand Name or Equal basis the following: Item (1) a quantity of three (3) Agilent Technologies ESA-E- 9kHz -26.5 GhZ Spectrum Analyzer, part number E4407B. The following are the salient characteristics of an equal product: Wideband receiver; 9kHz to 40GHz operating range; Measurement Range from -150 to +30dBm; Data storage (nominal), Internal: 200 traces or states/8.0 MB, External: 3.5 1.44 MB Floppy, MS-DOS; Input Power Universal (Auto Sense and Switch); 28 updates/sec measurement speed; 97 dB third order dynamic range; Adjacent-channel power (ACP), Occupied bandwidth (BW), Emissions (BW), Channel power, 10 peaks table, Harmonic distortion, Multiple limit lines with margins; Internal frequency counter with 1Hz resolution; Store 200 traces or states and multiple measurement personalities; Field rugged portability; 19 updates/sec remote measurement speed; 5 Minute warm-up time; Maximum Sensitivity -150 dBm; Built-in help; Rugged and portable for lab grade performance in the field; One-millisecond RF sweep time, 45 measurements per second; Root Mean Square (RMS), peak, neg peak, quasi-peak detectors; 0.4 dB overall amplitude accuracy; -167 dBm sensitivity, with internal preamp, +16 dBm third order intercept (TOI); Variable sweep (trace points) from 2 to 8192; Segmented sweep for up to 32 discontinuous spans in one sweep; 8590-series programming code compatibility; HP 8566/68B programming code compatibility; IntuiLink PC software for screen and data transfer to Microsoft Office; Performance Characteristics: Form Factor: Benchtop; Minimum Frequency: 9 kHz; Maximum Frequency: 26.5 GHz; Frequency Accuracy: 4.1886E-09 %; Zero Span: Yes; Minimum Sweep Time: 5 ms; Minimum Resolution Bandwidth: 10 Hz; Maximum Resolution Bandwidth: 5 MHz; Resolution Bandwidth Steps: 1/3/10; Minimum Single-Side-Band Noise: 90 dBc/Hz; Maximum Single-Side-Band Noise: 90 dBc/Hz; Maximum Dynamic Range: 90 dB Vendors may quote either the brand name product or its equal, so long as the equal meets the above listed salient characteristics. If quoting an equal product, vendors must adequately demonstrate how the offered product meets the required specifications. Failure to do so may result in a quote being deemed unresponsive. These items will be acquired utilizing Simplified Acquisition Procedures in accordance with FAR Part 13. The Government will not issue a written request for quotations as all items are identified on this notice. The closing date will be 2 September 2008 with an anticipated award date of 5 September 2008. All items will be priced FOB destination, Receiving Officer, Naval Surface Warfare Center Dam Neck,1922 Regulus Avenue, Virginia Beach 23461-2097.
