- NOTE: This DRAFT RFP replaces the synopsis solicitation HSHQDC-08-R-00054. This is a DRAFT RFP for the Department of Homeland Security (DHS) National Protection and Programs Diretorate (NPPD) Office of Infrastructure Protection (IP). NPPD IP has a requirement for Program Support Services, for IPs Readiness (training and exercise), contingency Planning, and continuity of Operations (COOP) projects. The objectives for this requirement is to provide the full range of program management support services to include, but is not limited to: assessing mission needs, analyzing Project goals and objectives, developing a concept of operations, analyzing mission and architecture requirements, analyzing technical performance measurements and metrics, measuring the effectiveness of a Project, and organizing performance assessments. Program suppoort services will be provided for the following task areas: Task Area 1 Policy, Strategic Analysis, & Planning; Task Area 2 Project Management; Task Area 3 Communications; Task Area 4 Meeting Support and Facilitation; Task Area 5 Readiness (Training and Exercises) Support; Task Area 6 Continuity of Operations Program Support and;Task Area 7 Infrastructure Coordination and Incident Management Support. The RFP will be issued on an unrestricted basis (full and open competition). The government anticipates a multiple award IDIQ Firm Fixed Price (FFP) and Time and Materials (T&M) contract for a period of performance of one base year and four one-year option periods. All questions concerning this DRAFT RFP must be directed in writing via email to tisha.blue@dhs.gov no later than September 4, 2008 by 12:00 p.m. eastern standard time. No questions or inquiries will be accepted by telephone. The distribution of the resulting solicitation will be accomplished solely through FedBizOpps website, http://fedbizopps.gov. Hard copies of the solicitation documents will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted. The FedBizOpps site provides downloading instructions. All future information about this acquisition, including the solicitation and any amendments, will be distributed solely through the FedBizOpps site. Interested parties are responsible for monitoring the FedBizOpps site to assure that they have the most up-to-date information about this acquisition.
