- Naval Undersea Warfare Center Division Keyport intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Only one source will satisfy agency requirements [10 USC 2304(c) (1)]. A firm fixed priced contract will be issued to LDS Test and Measurement, 8551 Research Way, STE 140, Middleton WI. 53562-4631 for Focus II Dynamic Signal Analyzer Upgrade and One year of additional software updates. This requirement is being issued as a combined synopsis/solicitation for commercial Items in accordance with FAR 12.6, as supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9E. The solicitation number issued as a request for quotation (RFQ) is N00253-08-T-0253 and is attached to this announcement. Provisions and clauses in effect through the latest Federal Acquisition Circulars are included in the attached solicitation. The applicable NAICS code for this requirement is 811219 and has a size standard of 6.5 mil. The government prefers FOB Destination pricing to NUWC Keyport, WA 98345-7610. Requirements and evaluation procedures are listed in the attached solicitation. This solicitation is required to be completely filled out and returned before the solicitation closes.
