Description
The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on a sole source basis with International Business Machines Corporation (IBM) of Bedford, Ma for supplies in support of the efforts of the Navy Systems Support Group. IBM will provide One-hundred-five software licenses for Maximo software and the add-on product Field Control software along with necessary maintenance. IBM has been deemed the most cost effective and appropriate supplier of the required software because there are no other known sources from which to acquire Field Control the required add-on for this procurement. Brand Name Requirement: The Army Tank and Armament Command (TACOM) were recently tasked with responsibility and accountability for the Army depots. The Army Material Command Chief Information Officer (CIO) requires TACOM to utilize the existing functionality of the Army Facilities and Equipment Maintenance (FEM) software application. The FEM application in place at various sites is based on the Commercial off the Shelf software Maximo. In order to utilize the FEM application, they must procure Maximo & Field Control software licenses. The Navy intends to solicit for a Firm Fixed Priced contract. This procurement is a sole source acquisition with International Business Machines (IBM) Corporation under the authority of FAR 6.302-1. After an extensive review of the industry, IBM was found to be the only supplier of the Field Control software add-on for Maximo software. To acquire this item from multiple suppliers would be cost prohibitive to the government. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 334515. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement. This notice of intent is not a request for competitive proposals. However, all capability statements received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
