Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Sub Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested under solicitation number RFQ SOL08000003, and a WRITTEN SOLICITATION IS BEING ISSUED. The solicitation is issued as an Request for Quotation (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2003-10. The NAICS CODE is 334220. If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. To view the specifications, please go to www.Fbo.gov and reference No. SOL08000003. This requirement is unrestricted and only qualified bidders may submit bids. The solicitation on www.Fbo.gov will start on the date this solicitation is posted and will end on 2008-09-15 14:30:00.0 Eastern Time or otherwise displayed at www.Fbo.gov FOB Destination shall be Federal Communications Commission (FCC) Office of Managing Director, Contracts and Purchasing Center 445 12th Street SW Washington, DC 20554. The Federal Communications Commission requires the following, Regulatory Fee Assessment Notifications For U.S.-Licensed Broadcast Facilities. For this solicitation, Federal Communications Commission has processes in place for generating regulatory fee bills or assessment notifications for certain service categories, but there is nothing currently in place for Media Services Licensees. Without this support in place for generating fee assessment notification for these entities, the FCC would otherwise provide passive awareness of regulatory fee payment obligations and payment procedures by publishing such information on the FCC’s Internet web site. Regulatory fee payees would then be required to calculate their own fee obligations for each of their licensed facilities before submitting their regulatory fee payment. The FCC’s objective is to improve the effectiveness of the FCC’s Regulatory Fee Program and increase awareness of the program by: Assessing the appropriate regulatory fee that is due of all US-licensed, commercial entities in the following fee categories: AM and FM Radio Stations, AM and FM Construction Permits, FM Translators/Boosters, VHF and UHF Television Stations, VHF and UHF Television Construction Permits, Satellite Television Stations, Satellite Television Construction Permits, Low Power Television (LPTV) Stations and LPTV Translators/Boosters. All potential bidders are reminded, in accordance with DFARS 252.204-7004, Required Central Contract Registration, that lack of registration in the CCR database will make a offeror ineligible for award. Also, the contractor must have the NAICS code listed in this solicitation on their CCR Registration. The following provisions and clauses apply to this acquisition: 1, Instructions to Offerors Commercial; FAR 52.212-2, Evaluation-Commercial items, (a. Price and delivery, in order of importance); (Offerors must include a complete copy of 52.212-3, Offeror Representation and Certifications – Commercial iterms with offer which can be found at http://farsite.hill.af.mil/vffara.htm); FAR 52.212-4, Contract Terms and Conditions Required to implement Status of Executive Orders – Commercial items; FAR 52.212-5, Contract Terms and Conditions Required to implement Status Or Executive Orders – Commercial items. Award will be made to the responsible Bidder whose offer conforms to the solicitation, and will be the most advantageous to the FCC.
