Description
The United States Geological Survey (USGS), Western Region Geospatial Information Office and Hawaiian field offices intends to make a non-competitive award to Hawaiian Tel (HI Tel) of Honolulu, Hawaii for technology that supports interisland connectivity using virtual LAN technology by establishing Ethernet connections to each Hawaiian office location. USGS has the need to upgrade their existing HI Tel network services from frame relay to Ethernet over MPLS at 5 -25 Mbps data rates. Since HI Tel is the only LEC, they alone can provide this upgrade. Once the upgrade has been completed, the USGS will require the enhanced IP Data Service (25 Mbps) at three (3) locations in Hawaii for one (1) base year and four (4) option years. USGS currently has five (5) offices located on four (4) islands in Hawaii. They are located in Honolulu (Oahu), Lihue (Kauai), Kahului (Maui), and two (2) offices within the Hawaii Volcanoes National Park on the Big Island of Hawaii (HVO and PIERC Field Office). USGS also supports an additional Hawaii network backbone node in Kihei, Maui located at the Maui High Performance Computing Center. All of these sites are currently connected by a frame relay network comprised of T-1 (1.544 Mbps) circuits with a committed information rate (CIR) of 384-768 kbps. This technology is provisioned from Hawaiian Tel (HI Tel) the only interisland local exchange carrier (LEC) and Telephone Company in Hawaii. Frame relay circuitry is very old technology with limitations that prevent USGS from provisioning the bandwidth required to support current and future functional requirements. For example, multiple frame relay circuits cannot be inverse multiplexed (aggregated) to obtain more bandwidth. Additionally, because the 001 Enterprise Services Network (ESN) restricts asymmetric data flows (in and out of multiple circuit paths), traffic can't be load balanced over multiple circuits to obtain additional bandwidth. Therefore, all USGS Hawaii sites are currently restricted to a maximum committed bandwidth rate of 768 kbps. In January of 2008, HI Tel announced the availability of new network services based on a fault tolerant MPLS (multi-protocol label switching) technology. This technology supports interisland connectivity using virtual LAN technology by establishing Ethernet connections to each office location. Offices requiring low bandwidth (5 Mbps) that are located near HI Tel Central Offices (COs) can utilize existing copper cabling to provision service. This is the case for Lihue, Kahului, and Kihei. However, offices that are distant from COs and require higher bandwidth (25 Mbps) require fiber optic cabling. This requirement exists for Honolulu, HVO and PIERC FO. However, fiber cabling is currently not available from the CO to the HI Tel demarcation point at these locations to provision the vLAN service. In the case of the Honolulu office, a small segment of fiber must be installed from Ala Moana Blvd in to the building. In the case of the Big Island offices, a segment of fiber optic cabling must be installed in a section of the National Park that is currently only serviced by copper cabling. This can be accomplished by HI Tel using existing company telephone poles, and splicing into HI Tel fiber that already exists from the Kilauea Military Camp (KMC) to HVO. No other company has a telephone pole infrastructure or existing fiber in the National Park. In accordance with FAR 5.207(c)(13), all responsible sources may submit a capability statement, or quotation, which shall be considered by the agency, to the Contract Specialist no later than the closing date of this announcement. All responses must be in writing by email to the Contract Specialist at sklingler@usgs.gov.
