Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This request for proposal (HC1021-08-R-2003) is being issued by DITCO-EUROPE, Unit 4235, Box 375, APO AE 09136-5375. The RFP document and incorporated provisions and clauses are those in effect through FAC 2005-26 and DAC 91-13. The Defense Information Systems Agency intends to solicit and award a single firm-fixed price as lowest price technically acceptable. This solicitation allows for full and open competition. Description of requirement in accordance with the attached Statement of Work (SOW) and attachments. This requirement is for the engineering, furnishing, construction, and installation of a turnkey fiber optic backbone network within the Federal Republic of Germany. The contract awardee will provide a complete, turnkey system, and the following are entirely the responsibility of the contractor: - Engineering and Route Determination. - U.S. Installation Personnel Access Passes. - Personnel Work Permits associated with performance in Germany. - Coordination for implementation and Rights of Ways with U.S. Installations as well as Federal, State and Local Governments. - Handling, transport and storage of construction materials and equipment. - Complete implementation, testing and documentation of the turnkey system within the schedule set forth by the U.S. Government. Further, the tasks described in the attached Statement of Work must be accomplished under the following conditions: - There will NOT be a U.S. Installation site visit prior to solicitation or award. - Pre-award U.S. Installation utility and planning documents are NOT available. - 90% of the implementation work will be done on Federal Republic of Germany property. - Sections of the fiber optic cable implementation may traverse densely populated urban areas. - Post-award utility and planning documents pertaining to US installations are unreliable Award shall be made based on lowest price, technically acceptable. The following clauses/provisions are applicable: FAR 52.212-1 and 52.212-3 or certification that these have been completed online via Online Representations and Certifications application (ORCA) at https://orca.bpn.gov. FAR 52.212-4 applies to this acquisition. FAR 52.211-6 applies. FAR 52.212-5 applies to this acquisition -- 52.212-5(b): 52.203-6; 52.222-21; 52.222-26; 52.222-35; 52.222-36 and 52.222-37. These additional clauses are applicable: DFARS 252.204-7004, 252.212-7001, 252.212-7001(b), 252.225-7001, 252.225-7012, 252.212-7000, Offeror Representations and Certifications, Commercial Items or certification that these have been completed online via Online Representations and Certifications application (ORCA) at https://orca.bpn.gov. DPAS: not applicable. Numbered notes: not applicable. Offers are due via e-mail to PL512@disa.mil, ATTN: Gail Sor no later than 1600 Central European Time (CET), 09 September 2008. The closing date for questions is 02 September 2008, 12:00 hours Central European Time (CET). Quotes are acceptable in US Dollar and Euro currency. If offers are received in Euro, offers shall be evaluated by converting the Euro currency to US Dollar currency, using the rate published on internet website www.OANDA.com in effect as of the closing date of combined synopsis solicitation."
