Description
This is notice that Naval Special Warfare Group One, San Diego, Ca. intends to award a Sole Source Firm Fixed Price Contract to Silynx Communications, Inc. 9901 Belward Campus Dr. Suite 150 Rockville, MD 20850-3988 under the authority of 10 U.S.C. 2304© (1) as implemented by FAR 6.302-1. This is a simplified acquisition. FSC 5965 NAICS 334220 FAC 2005-26 This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. Responses to this notice will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for any information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. F.O.B Destination See Numbered Note 22. Federico: Phone (619) 437-0895 Fax 437-3547 Email: yvonne.federico@navsoc.socom.mil Technical POC: CWO2 Joe Fischer Ph 619-767-1881 Email: joseph.fischer@navsoc.socom.mil SOCM Ron Culpepper Ph 619-767-1880Email: ronald.culpepper@navsoc.socom.mil Description: Tactical Communication Headset System for use on the MBITR (PRC-148) Radio requires all of the following attributes: 1.Provide hearing protection/noise attenuation 2.Ability to hear ambient noise/voices with sound localization/direction 3.Allow for multiple US Military aircraft platform integration 4.Ability to be used by all SEAL operators and not molded specific to the member 5.Whisper mode that will support covert communications inaudible as close as 10” 6.Voice Activation (VOX) 7.No seal disruption for under gas masks or oxygen masks 8.dual ear stereo communications with the ability to separate dual radios into specific ear (mono) 9.Push To Talk (PTT) allows for dual radios 10.Interchangeable headsets, to include but not limited to, in the ear headset, ear muffs, light weight headsets, covert and semi-covert options. All to include quick disconnect connectors, for safety. 11.Completely wireless PTT with a finger PTT option and the ability to mount the PTT to a pi a tinny rail of a weapon and the wireless PTT must include channel and volume remote control for two (2) radios 12.Complete customizable with a PC programmer (Windows operating System and Silynx proprietary software) to change functions and update system that utilizes a USB cable 13.Impulse noise reduction (22NRR) and active noise reduction 14.Must monitor two (2) radios simultaneously or can monitor one (1) radio and one (1) intercom simultaneously with the option of using a PC programmer for controlling the net streaming to the selected ear 15.Must be able to be used on multiple platforms with multiple radios one mission to include HALO/HAHO 16.Quick disconnect connectors with molly clips for safe and easy wear placement 17.Must be lightweight, include a carrying case and instructional guide (CD or pamphlet) 18.Use one (1) standard AA battery or can draw external power from the radio 19. Must have voice prompts not tones 20.Requires the use of the MBITR (PRC-148) side connector 21.Ability to turn ANR (Active Noise Reduction) on or off depending on the current mission requirement Silynx QuietOps Tactical Headset System or equal Note: Sordin, Peltor, Inviso and Gentex systems are not equal because of the following reasons not vendor specific: Over the ear muffs that are not comfortable for long term use, do not support whisper mode, do not make a dual ear piece system, the single does not allow for sound localization and do not make single or dual inner ear system.
