Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), Reference No. 09ART0008. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. The NACIS code is 532120, size standard of $25.5 million. The Federal Law Enforcement Training Center, Artesia, New Mexico, has a requirement for the following: Rental/lease of eleven (11) transit buses for transporting of Federal Law Enforcement Training Center students. The buses shall seat a minimum of 48 adult passengers in addition to the driver. Seats must meet OEM specifications for the vehicle. Buses shall be less than five (5) years old and be in sound mechanical condition. Buses are required to have passed a Department of Transportation inspection within the past calendar year with documentation of such provided to the Government. Buses shall have working air conditioning and heating throughout the vehicle. Buses shall be licensed to drive on public roadways and have a working fuel gauge. Buses shall be equipped with two entrance/exit doors on passenger side of vehicle. Buses shall not be marked in any fashion with vendor identification (i.e. name of vendor on side of bus). Contractor shall be responsible for yearly renewal of vehicle registrations and insurance. Government will be responsible for normal preventive of buses (oil change, oil/air filer replacement, maintain OEM fluid levels, replacement of tires and fuel). Maintenance of vehicles required by normal wear and tear or accidental damage will be paid or repaired at the Government’s expense. The Government will not be responsible for latent defects or major repairs not caused by the negligence of the Government. No contractor repair work is to be performed on the Government facility. Contractor is required to perform repairs at the contractor’s facility. Coordination of this requirement shall be made with advanced notice to the Government. Pick up/return of buses for repair and replacement of buses are to be performed during normal working hours, Monday through Friday, 7:30 a.m. - 4:00 p.m. No weekend repairs/replacements will be approved. Contractor will be responsible for providing a replacement bus if a leased bus is non-functional due to major repair/latent defects. If such repairs are required, a loaner/replacement bus is to be provided to the Government within 48 hours of notice to the contractor. An inspection of the leased vehicles will be performed by the contractor and the Government upon delivery to the Government and upon return of the leased vehicles to the contractor. Offerors are to provide detailed information on the particular buses they intend to provide. Offerors shall include delivery charges and pickup charges for the leased vehicles as a separate line item. This procurement is set aside to small businesses. Offerors are notified that the Government can cancel this service at any time by providing 30 days written notice before the cancellation date. The period of performance for this service is October 1, 2008 through September 30, 2009.
