Description
THIS IS A COMBINED SYSNOPSIS/SOLICITATION NOTICE. This is a combined synopsis for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. THE SOLICITATION NUMBER HHSN-NIH-(DVR)-263-2008-0256 is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This requirement is a 100% set aside for small business. The North American Industry Classification System Code (NAICS) applicable to this requirement is 423490 and the associated small business size is 500 employees. The following specifications are for a Used Electron Transmission Microscope: 1. The used Electron Microscope shall have resolution in the Transmission Electron Microscopy (TEM) mode of 0.2 nm or better Lattic Image, and 0.45nm or better Point Image. 2. The used Electron Microscope shall have in the TEM mode, accelerating Voltage of 40, 60, 80 and 120kV. 3. The used Electron Microscope shall have electrical stability (accelerating voltage) in the TEM mode of 2 x 10 Exp(-6)/min. 4. The used Electron Microscope shall have electrical stability (Objective lens current) in the TEM mode of 1 x 10 Exp(-6)/min. 5. The used Electron Microscope shall have magnification in the TEM mode, of MAG mode (steps) 600 to 500,000 x (30) or better, magnification in the LOW MAG mode (steps) of 50 to 1,000 x (14) or better, and magnification in SA MAG mode (steps) of 2,000 to 250,000 x (22) or better. 6. The used Electron Microscope shall have Camera Length (selected area diff.) in the TEM mode of 200 to 5,000nm (15) or better. 7. The used Electron Microscope shall have Camera Length (high dispersion diff.) in the TEM mode of 4 to 80m (14) or better. 8. The used Electron Microscope shall have Camera Length (high resolution diff.) in the TEM mode of 337mm or better. 9. The used Electron Microscope shall have Objective Lens Focal length in the TEM mode of 5.0mm or better. 10. The used Electron Microscope shall have Objective Lens Spherical Aberr ation in the TEM mode of 5.6mm or better. 11. The used Electron Microscope shall have Objective Lens Chromatic Aberration in the TEM mode of 3.9mm or better. 12. The used Electron Microscope shall have Objective Lens Min. Focal Step in the TEM mode of 7.0nm or better. 13. The used Electron Microscope shall have Specimen Chamber Number of specimens/load in the TEM node of 7.0nm or better. 14. The used Electron Microscope shall have Specimen Chamber Tilt Angle in the TEM mode of +/- 60 degree (X) or better. 15. The used Electron Microscope shall have Specimen Chamber Tilt Angle Specimen Movement in the TEM mode of 8.5mm (X), 2.0mm (Y), 0.5mm (Z) or better. 16. The used Electron Microscope shall have enhanced capability to save the alignment settings. 17. The used Electron Microscope shall fit into a space of 9.5 feet wide, 10 feet in length, 8.5 feet in height. 18. The used Electron Microscope shall have a manufactured date of no older than 1987. 19. The used Electron Microscope shall have a 16 bit or greater microprocessor. 20. The used Electron Microscope shall be currently available for shipping and installation. 21. The used Electron Microscope shall have a parts and labor warranty of minimum 90 days. The 90 day warranty shall not begin until the Electron Microscope is installed and accepted by the National Institutes of Health (NIH) Project Officer. 22. The used Electron Microscope shall be in good working such that it is eligible for the vendor’s 12 month service contract. 23. The used Electron Microscope shall include shipping, installation, and training at no additional cost to the Government. The delivery and acceptance F.O.B. Point is National Institutes of Health, Division of Veterinary Services, ORS, OD, Building 28A, Room 115, Bethesda, Maryland 20892. The Governments estimated expected delivery date is 4 weeks or sooner after award of the purchase order. Quotes are due August 28, 2008 by 8:00 a.m. local time. The award will be made based upon the technical specifications of the required products and delivery period in this synopsis, and to the lowest price, technically acceptable quote meeting the Governments requirements. The offerors must submit written descriptive literature of the product in their quote, an itemized price list and warranties of the product quoted. The Government intends to evaluate offerors and award a purchase order without discussions with Offerors. Therefore, the initial offer should contain the offerors best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later it is determined by the Contracting Officer to be necessary. The Government may reject any or all offers, waive informalities and minor irregularities in offers received. The offerors quotes must include an itemized price lists of charges, complete description of services, complete address for invoice payment and purchase order delivery, prompt payment discount terms, the Dun & Bradstreet Number (DUNS), the taxpayer Identification Number (TIN) and vendors shall include a complete copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items with its quote. The offeror must also register in the Government’s Contractor Registry System. Note: www.ccr.gov. The clauses and provisions referenced in this solicitation may be obtained in full text form at http://www.arnet.gov/far. 1. Delivery shall be within four (4) weeks from award, or rationale for alternate timing, shall be included. 2. Installation, training, and a 90 day warranty, or better, shall be included. The following provisions and clauses apply to this acquisition: Far Clause 52.212-1, Instructions to Offerors - Commercial; FAR Clause 52.212-3, Offeror Representatives and Certifications – Commercials Items; FAR Clause 52.212-4 Contract Terms and Conditions – Commercial Items; and FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders – Commercial Items. In paragraph (b) of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders – Commercial Items, the following clauses will apply: 52.222-3, 52.222-19, 52.219-8, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, 52.225-5, and 52.225-13. This provision may be obtained at http://www.arnet.gov/far. The Used Electron Transmission Microscope will be obtained from the contractor that can provide this system in the manner that represents the best value for the Government’s needs. The NIH will evaluate the quality, completeness, and relevance of the quotes. As stated in the FAR Clause 52.212-2(a), “The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered.” The quote must reference Solicitation number: HHSN-NIH-(DVR)-263-2008-0256. All responsible sources may submit a quote which, if timely received, shall be considered by the agency. Quotes must be submitted in writing to the Office of Logistics & Acquisitions, Simplified Acquisitions Branch, 6011 Executive Blvd., Suite 637E, Bethesda, MD 20892, Attention: Kirtner Hobson. Response may be submitted electronically to: HobsonKD@OD.NIH.GOV and by fax to (301) 402-0577. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
