Description
This is a combined synopsis/solicitation for a for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFKPR00-8-42217 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 541511 and size standard of $5.0. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Permits, Conservation and Education Division has a requirement to maintain NMFS' existing web-based application system for managing Authorizations and Permits for Protected Species (APPS). This system allows members of the public to submit, track, and query applications and reports online. Permit analysts at NMFS and the Oregon Department of Fish and Wildlife manage authorizations and permits with this system. APPS system has been built to handle permits and authorizations required under the Endangered Species Act and the Marine Mammal Protection Act. This order shall cover continued development, maintenance, and support of APPS to ensure the continued smooth functioning of the system. Specific tasks for this requirement include, but are not limited to: System Development - 1. Improved User Interface - The Contractor shall: 1) Develop user help feature into a context-sensitive, database-driven user help system, allowing: 1) individual help pop-up items, and 2) an organized compilation of all help items. 2) Enhance existing and create new administrative reports/queries that facilitate workload tracking and analysis of permitted activities. 3) Develop the functionality to create merge documents based on document templates and system data, for printing or off-line editing. 4) Enhance ad-hoc reporting feature to include additional search fields, ability to select specific fields to show in the report, and to save report settings. 5) Develop a default report that generates a list of records, which allows you to drill down to see the whole record. 6) Develop functionality for users to download search results into a spreadsheet format. 2. Expanded System Scope - The contractor shall expand the system scope to better handle additional permit types, such as: 1) General Authorizations; 2) Commercial/Educational Photography permits; 3) Parts permits; 4) Incidental take permits (Incidental Harassment Authorizations, Letters of Authorizations, 10(a)(1)(B) permits); 5) Public display permits; 3. Expanded System Linkages - The contractor shall extend linkages to other systems: 1) Link to NMFS Regulations database to link in a read-only list of Federal Regulation notices to select one for Notice of Receipt or Notice of Issuance and select one or more to link to a record. 2) Develop system functionality to contribute read-only data sets for use in a GIS display of location and cumulative take calculation. 4. System Documentation - The Developer will: 1) Deliver releasable code of the entire APPS application to NMFS APPS team. 2) Deliver complete data dictionary and database relationship diagrams of the entire APPS application to NMFS APPS team. 3) Conduct a knowledge transfer meeting with the NMFS APPS team; System Maintenance/Support - 1. Addressing future software upgrades - The contractor shall develop the web site and database using the latest versions, as practicable, of Cold Fusion and SQL Server, until such time as it is determined that a different platform is the best option to ensure the continued functionality of the system. The contractor shall coordinate software upgrades with the APPS Team to ensure that they are conducted with minimal impact to the system. The system must continue to be accessible using a Microsoft Access or equivalent interface, to allow system administrators to create ad-hoc queries; 2. Ensuring and improving system security - The contractor shall make recommendations and do the necessary software upgrades and programming changes to ensure the continued security of the system, including conforming to any necessary NOAA or other Federal security requirements, in accordance with HSPD-12; 3. Ensuring compliance with other federal and/or agency requirements The contractor shall make recommendations and do the necessary software upgrades and programming changes to ensure that the system meets with federal requirements and guidance for government websites, including Section 508 standards; 4. Keeping the system tuned and running efficiently - The contractor shall do the necessary work to keep the system tuned and running efficiently, working with the APPS Team to coordinate on any major activities; 5. Troubleshooting and fixing system problems that may arise - The contractor shall respond to and work with the APPS Team to troubleshoot and fix system problems; 6. Changes necessary to address business requirements - The contractor shall address changing business requirements by making system modifications such as: 1) Adding or changing database fields; 2) Modifying data entry screens and other web pages changes; 3) Changes necessary to address changes in regulations and species or permits covered. Deliverables - The contractor shall: 1) Provide written status reports to NOAA Fisheries APPS team on a monthly basis; 2) Work with the NOAA Fisheries APPS team to test all changes to the application. The contractor shall perform the specified tasks from Date of Award to September 30, 2011. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. All responsible sources who can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a quotation addressed to Gina E.
