- Description
- The Bureau of Alcohol, Tobacco, Firearms, and Explosive (ATF) intends to negotiate on a sole source basis with International Fertilizer Development Center (IFDC) of Muscle Shoals, AL to acquire data and evaluate the feasibility and practicability of identifying ammonium nitrate (AN) production sources form their intrinsic crystal graphic, physical, and chemical properties. This is a contract for one base year and four 1-year options. The anticipated start date is September 1, 2008. IFDC has the specialized experience, resources, personnel, and equipment to conduct explosives analysis for ATF. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. There is no solicitation available for this requirement. This requirement will be awarded according to FAR Part 12, Acquisition of Commercial Items.
