- This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation reference number is F3Z3558142A001. Contracting Office intends to solicit and award a firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 and the North Industry Classification System (NAICS) is 611710 and the business size standard is $6.5 Million, Defense DCN 20080513. The associated Standard Classification (SIC) is 8299. The Federal Supply Class (FSC) is U008. This solicitation is 100% small business set aside and only qualified offerors may submit bids. This request for quotation consists of the following service: Item 0001: Non-Instructional non-personal services as Testing Administrator for testing of personnel. Contractor to supply all tools, labor, materials and transportation. One unit is equal to four (4) hours of service. 187 units x 4hrs (per unit) = 748 hrs of service IAW attached Statement of Work. Period of Performance: Base year, 1 Oct 2008 to 30 Sep 2009, plus four one year options. Option 1: 1 Oct 2009 to 30 Sep 2010 Option 2: 1 Oct 2010 to 30 Sep 2011 Option 3: 1 Oct 2011 to 30 Sep 2012 Option 4: 1 Oct 2012 to 30 Sep 2013 The FAR clause 52.204-7, Central Contractor Registration applies to this acquisition. The provision at FAR 52.212-1, Instruction to Offerors-Commercial Items applies to this acquisition. As prescribed in 32.705-1(a), insert the following clause: Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
