- The Internal Revenue Service (IRS), Small Business/Self Employed Division (SB/SE) intends to issue a sole sourced purchase order to the University of Minnesota’s Social and Behavioral Science Division, for research experiments, data to explore the impacts of charitable giving to include reporting accuracy under matching and rebate subsidy. The subsidy types, the subsidy rates, and the opportunities to charitable giving, compliance and burden. This study shall include designing and running of experiments, documentation of procedures used, and the compiling of a database to retain the experiment results. The proposed experiments will involve 600 subjects/subject hours. The resulting analysis shall be compiled and delivered in the form of a report “Behavioral Experiments of Charitable Contributions.” THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interested parties who identify their interest and capability to respond to this requirement, will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via mail, facsimile, or email within 10 calendar days of the published date of receipt of fax or email transmission is the sole responsibility of the contractor. All Treasury contractors are required to register in The Central Contractor Registration (CCR), and reflect an active status in the database prior to receipt of award. If no responses are received, an award shall be made to University of Minnesota.
