Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Army Corps of Engineers is looking to purchase one Medium Duty Stake Bed Dump Truck for the Milford Lake Project Office located at 5203 N. Hwy 57, Junction City, KS 66441. The solicitation number is W912DQ-08-T-0088 and is issued as a request for quote. Required delivery date is 30 September, 2008. This combined synopsis/solicitation will be issued in accordance with FAR Part 12, and evaluated in accordance with FAR Part 13. The resulting contractor will provide services in accordance with the statement of work and technical specifications in accordance with commercial standards, local, state and federal laws. The resultant contract will be a Firm-Fixed Price Contract. This quote must also include TRADE IN quotes for the following two vehicles: 1983 IHC S-1700 with a 9.0 litre V8 diesel engine, 5 speed transmission w/2 speed axle, power steering and brakes, 116K miles, stake bed w/hoist, good tires and a 1989 Chevy 1 Ton with 5.7 litre V8 gas engine, 4 speed transmission, power steering and brakes, 56K miles, dump bed w/hoist, and with minor body damage on cab and fenders (request pictures or additional information for both trucks from the address below). Specifications for the new single-axle Medium Duty Truck include: GVWR rating of 23000-26000#, gas or diesel engine, automatic or standard engine, air conditioning, double frame reinforcement, equipped with 295/75R22 front and rear tires, rear axle locking differential, white color is preferred, equipped with a 14' +/- stake bed w/pockets made from 3/16in. tread plate steel with 12in. on-center cross members and operated by a twin cylinder hoist assembly. Evaluation factors for award shall be as follows: Price and Delivery Date will be evaluated in accordance with FAR 13.106-2(a)(4)(ii); an award will be issued to the lowest priced offer which is able to meet the delivery date, while representing the best value when compared to any lower priced offer. The provisions and clauses incorporated into the solicitation are those in effect at the time of publication. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. The solicitation is set-aside 100% for small business concerns and the size standard is 750 employees. The associated NAICS code is 336120. The provisions at 52.212.1, Instructions of Offerors Commercial Items, apply to this solicitation. The provisions at 52.212-3, Alt I, Offeror Representations and Certifications Commercial Items, and 52.219-1 Alt I, Small business Program Representations apply to this solicitation. The contractor shall return a completed copy of these provisions with its proposal. A copy of the provisions may be obtained from http://www.arnet.gov/far. The following FAR Clauses and Provisions are applicable to this solicitation: 52.2004-7, 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 52.252-2, 252.204-7004, Alt A, Central Contractor Registration, and 252.212-7001. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-20. Offerors must be registered in the Central Contractor Registry located at www.ccr.gov prior to contract award. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the government to not award based on the responses to this solicitation is solely within the discretion of the government.
