Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2001-26. It is the contractor's responsibility to be familiar with applicable clauses and provisions. This acquisition will be 100% set-aside for small business. The NAICS code is 811310 with small business size standard of $6.5 Million. The contractor shall be responsible for the repair and refurbishment/maintenance of approximately 100 golf carts, both gas and electric, located on base. Carts that need batteries, tires, and other miscellaneous repairs will be fixed to a roadworthy condition. Carts that will require maintenance in excess of the normal wear and tear will be identified, and the contractor will submit a Condition Found Report (CFR) with recommended repairs, estimated costs, and time to complete the repairs. The contractor will establish a schedule of working hours, days of the week, and will coordinate scheduling of broken carts to be repaired. A customer response telephone number will be established and an answering machine will allow customers to report carts that need repair during periods outside the established work hours. Golf cart make/models include, but not limited to, Club Car, GEM, Bombardier, Kawasaki, and Cushman. All work to be completed in a designated facility at March Air Reserve Base. The proposal shall include separate prices for the base year and option years (accounting for allowable economic price adjustments each year). Required line items and estimated quantities are as follows: Line item 0001, Quarterly Inspections, approximately 375 each (check the overall road worthiness of each cart, ensure each cart has acceptable tires and batteries, perform minor lubrications as required on moving parts, check lights and turn signals if equipped, and fix as necessary, batteries to be serviced with fluids and cleaned as necessary, battery chargers and cables to be inspected and fixed as required); Line Item 0002, Annual Inspections, approximately 125 each (remove wheels and inspect the brake systems, steering mechanisms, ball joints, tie rods, etc., and other mechanical items not specifically listed, and fix as necessary, wheel bearings to be inspected/lubricated yearly); Line Item 0003, Labor Hours, approximately 200 hours (for other necessary unscheduled or emergency maintenance and repair of golf carts); and Line Item 0004, Repair Parts and Supplies Mark-up, to be based on an estimated repair parts and supplies cost of $10,000.00. The contractor shall conduct and maintain a current inventory of parts and separate ledger available for inspection by the QAE inspector on a quarterly basis. The contractor will remove all hazardous waste from the golf cart designated facility on a daily basis, and turn into the designated hazardous waste yard located on base. Items included but not limited to, are used oil, grease, aerosol cans, and any other hazardous material. Other items such as old lead acid batteries must be returned to the manufacturer for core/exchange for new batteries, or worn out tires must be recycled through a state approved tire recycler. The fleet of golf carts has been receiving regularly scheduled maintenance for the past 12 months. The start date of service shall be no later than 30 days ARO (after receipt of order) or sooner. This will be a firm-fixed price commercial contract with a performance period of one base year plus 2 options consisting of 12 months each to be awarded to the responsible offeror whose offer conforms to the solicitation and considered to be the most advantageous to the Government, price factors considered. The following factors shall be used to evaluate the offers: Unit price per quarterly inspection, unit price per annual inspection, labor per hour, and repair parts and supplies mark-up, these factors having the same weight in the evaluation process. A pre-proposal conference/site visit will be held on 21 August 2008 at 9:30 AM PST. Interested parties will meet at the March Air Reserve Base Pass and Registration parking lot close to the Main gate. Potential offerors planning to attend the pre-proposal conference/site visit are required to submit the participant's name(s) to the individual listed below no later than 19 August 2008. Each participant must bring a valid driver's license, vehicle registration, and proof of insurance to gain access to the base during the pre-proposal conference/site visit. Deadline for submission of all offers will be no later than 4 September 2008 at 4:00 PM PST. Effective Jan 1, 2005 in accordance with FAR 52.212-3, Offeror Representations and Certifications Commercial Items, offerors are required to submit on-line representations and certifications (ORCA). The application can be accessed electronically via the BPN website at http://www.bpn.gov/. FAR 52.212-4 Contract Terms and Conditions-Commercial Items are hereby incorporated by reference.
