- NASA intends to award a sole-source contract extension to the INDUS Corporationpursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard SpaceFlight Centers (GSFC) Information Technology and Communications Directorate (ITCD). Thisprocurement is to extend Contract NAS5-02038 for a maximum period of 10-months, (6-monthbasic period and two, 2-month option periods), from November 1, 2008 through August 31,2009, and to increase the total CORE contract value and IDIQ maximum ordering value. The Final RFP for the follow-on to the current BASE contract has been released. Thisextension is necessary to allow sufficient time for the receipt of proposals, evaluationof proposals, and award of the follow-on contract. This extension will allow for acontinuation of current service orders issued, for modifications to existing serviceorders, and for new work until the BASE competitive follow-on contract is in place. Thecontract extension and increase to total CORE contract value and IDIQ maximum orderingvalue are necessary in order to ensure program continuity and critical mission supportand to avoid significant technical impacts to the BASE program.The current Contractor provides the following mission critical services to GSFCs ITCD:program management services; computer operations services; business infrastructuresupport services; application development, deployment, enhancement, and continuoussupport for business information systems; and sustaining engineering support. INDUS Corporation, as the current incumbent, has the combined training, experience, andexpertise to provide uninterrupted continuation of mission critical support. Due to thetime and substantial duplication of costs involved in procuring and phasing in anothercontractor, INDUS is considered the only contractor that can meet GSFCs needs given theshort period of performance for the extension. Interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 4:30 PM. local time on September 12, 2008. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. The Government intends to acquire a commercial item using FAR Part 12.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
