Description
Request for Information / Sources Sought (RFI) Reverse Engineering of three components of the Data Transfer Equipment (DTE) 1.0 SUBJECT This RFI / Sources Sought request is for the reverse engineering of the Data Transfer Equipment (DTE) for the F-16 Aircraft. Responses are due for this RFI no later than 30 days after posting. 2.0 DESCRIPTION This is not a request for proposal or an invitation for bid and is not to be construed as a commitment to award one or more resulting contracts. The government (416 SCMS/GUMAC) wants to find a source to provide a technical data package down to the piece part level (i.e. level III like drawings) and repair/overhaul capability on the DTE. The technical data and repair/overhaul procedures will have to be reversed engineered by the contractor. The government will provide ample assets for the contractor to reverse engineer the DTE. The government intends to have the technical data package and repair/overhaul procedures delivered. As a possible option, the government will have the contractor provide the government "turn-key" repair/overhaul capability. The contractor will not have any proprietary data rights. Specifically, this RFI seeks the technical data package and repair/overhaul procedures for government use on the following items: • 72/80 MB Data Transfer Cartridge (DTC) NSN: 7045-01-406-3579WF, PN: 3962000000-12, P/N 3961000001-12 • Upgraded Data Transfer Unit ( UDTU ) NSN: 7025-01-065-5838WF PN: 35Y000001, P/N35Y10000000 • Micro-CID NSN: 7025-01-487-3793WF PN: 17X1000000-01 3.0 REQUIREMENTS FOR THE DATA TRANSFER EQUIPMENT The UDTU is a major part of the DTE and operates as a Receiver Transmitter (RT) attached to a multiplex data bus. The UDTU operates in the command/response mode and supports a controlled exchange of information between itself and the avionics system as follows: a. Avionics information required for a mission is programmed using the Micro-CID onto the 72/80 MB DTC which is then inserted into the UDTU and used for avionics system setup. b. Information is exchanged via the multiplex data bus between the UDTU and a RT or bus controller c. The data in the DTC is then used for post flight analysis. 4.0 SAMPLE RESPONSE OUTLINE Following is a suggested outline for a response to this RFI. This outline is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the government. Nevertheless, respondents are free to develop their response as they see fit. 1. Briefly describe your company, your products and services, history, ownership, financial information, and other information you deem relevant. 2. Please describe any projects you have been involved in that are similar in concept to what is described in this RFI, including management and operations approach and any relevant lessons learned. 5.0 DISCLAIMER This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. A response to this notice is not an offer and cannot be accepted by the government to form a binding contract.
