Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation (HSBP1008Q1967) incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-26. This requirement is being solicited as a total small business set-aside. The North American Industry Classification System (NAICS) Code is 561621 and the small business size standard is 1500 employees. All responsible sources may submit an offer that shall be considered by the agency. The contract will be awarded using simplified acquisition procedures in accordance with Federal Acquisition Regulation (FAR) Part 13.5. The contract will be awarded as a firm fixed price purchase order... The Department of Homeland Security (DHS), Customs and Border Protection (CBP), has a requirement for a DVR and Multiplexer System at the Sarita Border Patrol Checkpoint. The system sought must be Name Brand or Equal to the requirements of the attached technical specifications/Scope of Work document.. The requirement is for the installation of one 16-channel NICE PRO Digital Recorder or equal and one 16-channel multiplexer to be installed at the Sarita Border Patrol Checkpoint located on U.S. Highway 77 approximately 36 miles south of Kingsville Texas 78363. The multiplexer will allow the grouping of all 16 cameras on one monitor, and will include the integration of all cameras into the existing system. These cameras which include 7 interior and 9 exterior cameras are presently terminated on a GFE 19" rack within the LAN server room. Contract calls for the rerouting of coax to video monitoring room which is located next to present location. DVR will be mounted within a 19" GFE equipment rack. 3 client licenses will be provided for the DVR for network viewing from OIT office located at 200 West Henrietta, Sarita check point and the Kingsville Border Patrol Station, 531 Fitch-NAS Bldg 3731, Kingsville, Texas 78363... FAR 52.212-1 Instruction to Offerors-Commercial Items (JUN 2008) The Closing Date for receipt of offers is September 5, 2008 at 3:15 p.m. (EDST). Offers must be FOB.. All responsible sources may submit an offer which shall be considered. Contractors must have valid Cage Codes and DUNS Numbers, and be registered with CCR.. FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are arranged in order of importance and shall be used to evaluate offers: a) Technical Capability to furnish the required conforming product. b) Price; c) Delivery; d) Past Performance. Factors a) through d) are arranged in order of importance. The combination of (a) Technical Capability and (c) Delivery are considered to be significantly more important than (b) Price..
