- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. TFMSHQ08P0010 is being issued as a Request for Proposal. This solicitation document incorporate provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The National American Industry Classification System code is 812930 with a corresponding size standard of 1,500. The U.S. Department of Treasury, Financial Management Services, Acquisition Management Division, 3700 East West highway, Hyattsville, MD 20782, (Metro #2), has a parking requirement for 650 vehicles within a one-mile radius or less of the above address. The anticipated date of service for the base contract period is October 1, 2008 through September 30, 2009, with an option for three one-year periods. Financial Management Service intends to award a contract utilizing provisions and clauses for Commercial Items. FAR 52.212-1, Instructions to Offerors-Commerical Applies to this acquisition; FAR 52.212-2, Evaluation-Commercial Items is hereby incorporated by reference. The government will award a commercial item purchase order using simplified acquisition procedures to the responsible offeror whose offer is most advantageous to the government. The offers will be evaluated on the basis of parking distance supportability, past performance, and price. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. FAR 52.212-4 Contract Terms and Conditions-Commercial Items. Addenda to 52.212-4 include: FAR 52.222-37, VETS 100 Compliance Report. The clauses may be viewed at http://www.arnet.gov/far. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items applies to this solicitation. Past performance surveys can be obtained from Evelyn J. Daval, Contract Specialist. Offers are to be received no later than 10am, September 5, 2008. The period of performance is from October 1, 2008 through September 30, 2009. Response must be in writing by above-mentioned date. Responses must include the Representations and Certifications and the VETS 100 Compliance Report.
