Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement, Sky watch Tower maintenance is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This Request for Quotation is a small business set-aside. The NAICS code for this solicitation is 811310. The small business size standard under this NAICS code is $6,500,000 annually. The performance work statement is (attached below).The price list shall consist of the following services. CLIN 0001- 12 EA Inspections: Inspections shall be conducted semi-annually on 8 Sky watch towers. Quotes should be in the following format; price for each line item independently. Award Basis: Low price and technically acceptable. Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation - Submit quotation on company letterhead utilizing the CLIN structure above, also provide documents verifying your company's ability to meet the qualification standards stated. FAR provision 52.212-2. The following factors will be used to evaluate the offer: Price, and. In addition to the price list, offerors shall submit with their offer a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items with Alternate I, or a current ORCA registration. All contractors must be registered in the Central Contractor Registration (CCR) database to receive a DOD award or payment. Lack of registration in CCR will make an offeror ineligible for award. Information concerning clauses and provision incorporated by reference may be obtained at http://farsite.hill.af.mil. Quotes are due on or before 4:00 p.m., Pacific Daylight Time, on 10 September 2008. Performance Work Statement FOR SKYWATCH TOWER MAINTENANCE 99TH GCTS SCOPE OF WORK: The contractor shall provide all personnel and equipment for semi-annual inspection of 8 sky watch towers. Period of Performance shall be from 30 September 2008 to 29 September 2009. Sky watch Requirements: Contractor shall inspect all of the following items listed below semi-annually. - Hydraulic system for damage, cracks, leaks. All lines are properly connected - Check all high pressure lines - Inspect pump and motor for leaks, damage, and proper working conditions - Inspect all cylinders for wear, tear, damage, ensure in proper working condition - Inspect generator for leaks, damage, all fluids are at proper level, inspect exhaust, inspect all hoses - Test remote start - 100% inspection of electrical system to include solar panels - 100% function check of tower compartment, lights, gauges, switches, alarm - Inspect AC system - Inspect all lights - Inspect all pins, pivots, outriggers - Inspect all doors, door handles and paint - Check air pressure - Check spare tire - Check all weather stripping - Check fire extinguisher - Check all fluids and top off as necessary - Generator Tune-up to include the following- o Change oil o Change oil filter o Change air filter o Check coolant level and correct ratio of water and coolant After all above checks are accomplished a report shall be submitted to the contract Quality Assurance Personnel (QAP). Each report shall contain the condition of the equipment and recommended repairs needed. The contractor shall not repair any equipment with out coordination with the QAP. Contractor shall coordinate with QAP to schedule inspections. All Sky Watch towers will be located at Site 63C 15 miles south of Creech AFB.
