- This is not a solicitation, but a Notice of Contract Action. The United States Air Force (USAF), Holloman Air Force Base, 49th Contracting Squadron, intends to award a sole source Firm-Fixed Price (FFP) purchase order to Ingram Library Services. The Ingram Library Service contract will allow Holloman AFB to purchase 600 titles per year. Over the years, attempts have been made to obtain subscriptions from other library vendors. These ventures have turned out to be unsuccessful because either we had to purchase everything at one time, which isn't cost effective to the government, or purchases were limited to a vendors list of titles which the librarian was required to choose from, usually new releases and popular fiction titles which we already obtain through a McNaughton Lease Plan. This also proved to be ineffective because purchases were made, in order to spend the subscription allowance, that weren't particularly useful to the Holloman community. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, not later than 1630, 2 Sep 2008, referencing F2E3LB8185A001, to Amn Kanon Morris, Contract Administrator, kanon.morris@holloman.af.mil. The government will review all responses, without prejudice, and determine if another firm is capable of fulfulling the Library Book Subscription requirement.
