- Description
- The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, FL intends to award a sole-source firm-fixed purchase order using simplified acquisition procedures to Innovative Professional Solutions Inc (IPS) of Panama Beach City, FL for a preproduction circuit assembly test unit, six production Programmer MK 11, and spare parts for the six units. This purchase is unsuitable for full and open competition for the following reasons. IPS has been providing key engineering and technical support to the Mod 3 program, including Programmer Mk 11 development efforts for the past 6 years. The company and its personnel have critical technical knowledge pertaining to the Programmer Mk 11 and TDD Mk 71 not available elsewhere. This technical knowledge is required for the unique requirements for configuring and assembling of the small quantity of Programmers Mk 11 required to complete Fleet outfitting. It is estimated that obtaining any other source for this effort would increase its cost and delivery time by as much as 100% and greatly increase technical, cost and schedule risk to the program.
